Book excerpt: The region between the Baltic and the Black Sea was marked by a set of crises and conflicts in the 1920s and 1930s, demonstrating the diplomatic, military, economic or cultural engagement of France, Germany, Russia, Britain, Italy and Japan in this highly volatile region, and critically damaging the fragile post-Versailles political arrangement. The editors, in naming this region as "Middle Europe" seek to revive the symbolic geography of the time and accentuate its position, situated between Big Powers and two World Wars. The ten case studies in this book combine traditional diplomatic history with a broader emphasis on the geopolitical aspects of Big-Power rivalry to understand the interwar period. The essays claim that the European Big Powers played a key role in regional affairs by keeping the local conflicts and national movements under control and by exploiting the region's natural resources and military dependencies, while at the same time strengthening their prestige through cultural penetration and the cultivation of client networks. The authors, however, want to avoid the simplistic view that the Big Powers fully dominated the lesser players on the European stage. The relationship was indeed hierarchical, but the essays also reveal how the "small states" manipulated Big-Power disagreements, highlighting the limits of the latters' leverage throughout the 1920s and the 1930s.

This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. Book excerpt: Lithuania restored her independence, after half a century of Soviet occupation, in the immediate aftermath of the failed Moscow coup in August 1991. As the multi-national Soviet state disintegrated, Lithuania evolved, without war or violence, from a communist state and a command economy to a liberal democracy, a free market, and a society guaranteeing human and minority rights. Lithuania therefore offers a notable example of peaceful transition, all the more impressive in the light of the bloody conflict elsewhere in the former Soviet Union of Yugoslavia, where the aspirations to independence of the constituent republics were either violently resisted or dissolved into inter-ethnic violence. Equally remarkable has been Lithuania's determination to 'return to Europe' after half a century of separation, even at the price of submerging its recently restored sovereign rights in the supranational European Union. The cost of membership in western economic and security organizations are judged to be worth paying to prevent Lithuania's being drawn once again into a putative Russian sphere of influence. On the threshold of a new millennium therefore, Lithuania has made a pragmatic accommodation to the demands of becoming a modern European state, whilst vigorously resisting the dilution of her rich cultural and historical traditions. These twin themes of accommodation and resistance are Lithuania's historical legacy to the current generations of Lithuanians as they integrate into European institutions and continue the modernization process.

Can or should these principles be modified when a treaty embodies rights that are generally considered to have achieved the character of jus cogens norms? How to enforce the obligation of reparations between States when one of them does not recognise any such obligation? One way or another all articles published in this volume raise the issue of ways and means to ensure the compliance of States with their international obligations and their responsibility in case of violations of these obligations.

Since independence, the foreign policies of the Baltic States have been dominated by de-Sovietization and European integration. Lying at the crossroads between small state theory and identity politics, this analysis engages with the development of Baltic foreign policies as post-Soviet, small and transitioning states. The authors argue that Estonia, Latvia and Lithuania dictated their early foreign policy agendas based on a process of identity construction and as a response to their regional environment. This process took the Baltic States from East to West in their foreign policy aspirations. Key factors in foreign policy making and implementation are discussed, as well as external factors that shaped Baltic foreign policy agendas. Overall, the book illustrates how continuity and change in the Baltic foreign policies has been shaped by both ‘hard’ and ‘soft’ factors. Building on the insight that nationalisms and national identities endow economic policy with social purpose, Rawi Abdelal proposes a novel theoretical framework, a distinctively Nationalist perspective on international political economy, to answer this question. Using this framework, and drawing on field research in Lithuania, Ukraine, and Belarus, he provides an in-depth look at the link between national identity and the economic policies of the new states formed by the breakup of the Soviet Union.All these states, from the Baltic coast to central Asia, were economically dependent on Russia during the 1990s. However, they reacted very differently to that dependence, and their reactions can be traced, Abdelal contends, to their individual societies. Some, such as Belarus, found dependence inevitable and sought economic reintegration with Russia. Others, like Lithuania, interpreted dependence as a large-scale security threat and reoriented their economies away from Russia. A third group, typified by Ukraine, demonstrated no coherent economic policy at all regarding dependence.Abdelal distinguishes the Nationalist tradition in international political economy from the Realist tradition, and shows that economic nationalism is different than mercantilism. He demonstrates the ways that national identity affects economic policy and explains why some governments seek economic autonomy while others prefer regional reintegration. He then applies his approach to other cases of economic reorganization after the end of empire—eastern Europe in the 1920s after the Habsburgs, 1950s Indonesia, and French West Africa in the 1960s.
