The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.

In the end, ten joined in 2004, with two more to follow in 2007. European Union Enlargement was written by two diplomats who were directly involved in that process. Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety. Other chapters deal with the enclave of Kaliningrad as well as the Stability and Association Pact for South East Europe. On the one hand, numerous formerly unitary Member States have embarked on a path towards a (quasi-)federal governance structure. On the other hand, the EU itself is sometimes qualified as a federal system. Significantly, the concept of federalism has a very different, even opposite, connotation in both contexts. When associated with Member State reform, federalism is regarded as a technique for accommodating autonomy claims of sub-state nations. By contrast, when federalism is used as a label for the EU itself, it is conceived as a far-reaching way of integrating the nations of Europe. This dual appearance of federalism in the EU context is central to the structure of the book. The first collection of essays addresses the question whether the EU may be described as a federal system, and whether it can learn from existing federations. In the second set of contributions, the attention shifts to domestic federalisation processes, more particularly to the impact of these processes on EU law and vice versa.
