Our understanding of the rise of the nation-state is based heavily on the Western European experience of war. Challenging the dominance of this model, Blood and Debt looks at Latin America's much different experience as more relevant to politics today in regions as varied as the Balkans and sub-Saharan Africa. The book's illuminating review of the relatively peaceful history of Latin America from the late eighteenth through the early twentieth centuries reveals the lack of two critical prerequisites needed for war: a political and military culture oriented toward international violence, and the state institutional capacity to carry it out. Using innovative new data such as tax receipts, naming of streets and public monuments, and conscription records, the author carefully examines how war affected the fiscal development of the state, the creation of national identity, and claims to citizenship. Rather than building nation-states and fostering democratic citizenship, he shows, war in Latin America destroyed institutions, confirmed internal divisions, and killed many without purpose or glory.

Book excerpt: ABSTRACT: La literatura venezolana de la segunda mitad del siglo XX es el centro de estudio de esta investigación. Específicamente se trata el tema de los inmigrantes italianos, portugueses, españoles y colombianos en Venezuela y su presencia como personajes protagónicos, secundarios y circunstanciales en la narrativa venezolana a partir de la década del 60. Este enfoque responde a la falta de observaciones literarias sobre el tema de la inmigración a Venezuela y a la proliferación de personajes de las nacionalidades identificadas dentro de la narrativa. De este modo, en este trabajo se lleva a cabo un análisis sobre obras publicadas después de la llegada de las oleadas migratorias mayoritarias, tomando en cuenta que la figura del inmigrante está presente y forma parte de la realidad e identidad venezolana y llega a manifestarse a través de la palabra del escritor. El inmigrante ha participado en la forja de la identidad nacional la cual resulta ser amalgamada y producto de un proceso de sincretismo cultural evolutivo. Las obras literarias se convierten en un reflejo de esta realidad. De allí que para este trabajo se haya escogido una serie de novelas y colecciones de cuentos que a través de los años marcan una tendencia- Oficina No 1 (1961) de Miguel Otero Silva, Día de ceniza (1963) de Salvador Garmendia, País portátil (1968) de Adriano González León, Si muero en la carretera no me pongan flores (1981) de César Chirinos, Dragi Sol (1989) de Slavko Zupcic, Naturalezas menores (1991) de Antonio López Ortega, Josefina se arrechó y otros cuentos de amor, revolución y esperanza (2006) de Mario Silva García y Piedras lunares (2008) de Fedosy Santaella. La tendencia que se observa corresponde a presentar al inmigrante en cualquier estrato de la historia pero siempre relacionado a su oficio o desempeño laboral. Este enlace es el que establece las relaciones comerciales, personales, amistosas y hasta fraternales entre personajes inmigrantes y criollos, dándole entrada y aceptación en la vida venezolana a ese inmigrante que llegó para quedarse y salir adelante y que ha moldeado por su parte aspectos de la identidad nacional del país. Específicamente en el capítulo 1 de este trabajo se presenta un panorama histórico de las oleadas migratorias a Venezuela durante el siglo XX, enfocándonos principalmente en las más importantes en cuestión numérica, las cuales responden a las guerras europeas de la primera mitad del siglo. Asimismo, en este capítulo se establece el marco teórico utilizado para discutir las ideas sobre el proceso de formación de la identidad nacional bajo el contacto de culturas. Así se destacan intelectuales como Fernando Ortiz, Ángel Rama, Fernando Aínsa, Rosa María Grillo, Néstor García Canclini, Benedict Anderson y Maritza Montero. Comenzando con el análisis literario en sí, el capítulo 2 discute la ubicación socioeconómica del inmigrante como determinante para la aceptación de este dentro de la sociedad venezolana. Las ideas analizadas en este capítulo van a resultar las bases de otras desarrolladas en los capítulos posteriores por lo que se sostiene que la localización laboral del inmigrante ha sido la llave que le ha permitido acomodarse en la sociedad y establecerse dentro de la vida del criollo. El capítulo 3 toca el tema de la lengua en cuanto a las consecuencias del contacto entre el castellano venezolano y los idiomas italiano y portugués así como los dialectos colombiano y español, traídos al país por los inmigrantes. Se discute la percepción del criollo y la sociedad hacia el inmigrante por su desenvolvimiento oral y además se analiza las diferencias perceptibles por la pertenencia generacional de los personajes inmigrantes. Por último, el capítulo 4 explora los presupuestos teóricos del Otro para establecer paralelos en la realidad de Venezuela y sus inmigrantes. Con las ideas de Jean-Loup Amselle y Gloria Anzaldúa se identifica a ese Otro inmigrante y la percepción del Uno criollo frente a la realidad venezolana y todos los temas discutidos en los capítulos anteriores, los cuales, una vez más, apuntan hacia la ubicación socioeconómica y laboral del inmigrante.

A period in which Panamanians, due to the special circumstances under which the country became independent, the presence of the United States, and of thousands of foreign workers in its territory, began to doubt and asked themselves if they were truly independent. The American presence impacted politics and a sense of inferiority developed because people believed that nothing could be accomplished without the blessings of the United States. In the middle of chaotic political scene and self-doubt, the country retreated to its Hispanic past and began an effort to Hispanize in the face of so much foreign presence and influence, and tried to show the world that Panama was an independent country with history and traditions, and not an appendage of the United States. Belisario Porras, who became president in 1912, emphasized the Hispanic past and built statues to Balboa and Cervantes. Acción Comunal, founded in 1923, promoted nationalism and criticized the corrupt nature of politics. It led a successful campaign against the 1926 Treaty and a coup in 1931. This new generation repudiated the generation that made the 1903 Treaty. “Panama for Panamanians” became one of the catch phrases for the Panamanian youth of the 1920’s and 1930’s, which found in the brothers Harmodio and Arnulfo Arias the leading exponents.
