Book excerpt: This volume offers an understanding of institutional reforms, gender-related policy dynamics, the role of different actors in the policy process, and the impact of a particular policy on the state of women’s political participation in Bangladesh. The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

With the gradual acknowledgement of the potential benefits that migration can hold for development, the relationship between migration and education is a growing area of research. Migration, Education and Socio-Economic Mobility explores how the decisions people make in terms of both their migration choices and educational investments, mediated as they are by gender, class, caste and nationality, can potentially contribute to earning incomes, building social and symbolic capital, or reshaping gender relations, all elements contributing to the process of economic and social mobility. Much of the existing literature examining the links between migration and education focuses either on the investment of migrant remittances in the education of their children back home or on ‘brain drain’ that refers to the migration of skilled workers from the developing to the developed world. Most of these discussions are firmly rooted in materialist arguments and while undeniably important, tend to underplay the social processes through which migration and education interact to shape people’s lives, identities and status in society. Along with economic security, people also aspire to social mobility and status enhancement. The ideas presented in this book take a more varied and nuanced view of the relationship between education and migration. This book was originally published as a special issue of Compare: A Journal of Comparative and International Education.

It analyses how societies have attained widespread literacy before critically examining national strategies and international commitments aimed at achieving this goal. Although adult literacy rates doubled in Sub-Saharan Africa, the Arab States and South and West Asia from 1970 to 2000, the rate of progress has slowed considerably since 1990, according to the report. If present trends continue, only 86% of the world's adults will be literate by 2015, up from 82% today.Reflecting deep-seated gender inequalities in many societies, women account for 64% of the adults worldwide who cannot read or write with understanding. This figure remains virtually unchanged from 63% in 1990. Every year, the EFA Global Monitoring Report assesses where the world stands on its commitment to provide a basic education to all children, youth and adults by 2015. Its developed by an independent team and published by UNESCO, with the UIS as a key member of the EFA monitoring team, providing statistical annexes and analysis which lay the foundations for the report.
