Book excerpt: Excerpt from List of the Benjamin Franklin Papers: In the Library of Congress In 1880 announcement was made in London that certain papers of Benjamin Franklin were to be sold at auction. The history of these papers was as follows: They -were bequeathed to William Temple Franklin by Dr. Franklin, and were used by him in the preparation of his edition of 'Memoirs of the life and writings of Benjamin Franklin, ' 3 vols., London, 8 vo. [1818]; they bear ample evidence of his editorial work, a large quantity of matter having been struck out; in fact, in printing his grandfather's works, he seems to have proceeded on the idea of omitting everything which reflected on the British Government. Many of the private letters and other papers are also unpublished. After the death of William Temple Franklin [in 1823] the papers were for some years in the possession of his landlord, a tailor, in London, who disposed of them, some thirty years back, to Mr. Henry Stevens, where they have since remained.- The sale was ordered by the executors of Charles Whittingham, to whom they had been pledged as security by Henry Stevens, a settlement of the Whittingham estate being necessary. The public sale was postponed and the entire collection was offered at private sale to the United States Government. The purchase was consummated in 1882. The collection contained not only manuscripts of Franklin but also many letters to him, state papers, diplomatic record books, and printed books and newspapers. At the time of the purchase a division was made, the manuscripts going to the Department of State, and the printed matter to the Library of Congress. And when the general transfer of the manuscripts was made by the Department of State to the Library of Congress, under the Executive order of March 9, 1903, the diplomatic records were retained in that Department. What is known as the -second series- was transferred, a collection bound in fourteen volumes, with a few additional pieces, such as the -Articles of Belief- and the letter to Strahan. In Senate Miscellaneous Document No. 21, 47th Congress, 1st session, was printed a list of the entire Stevens's collection of Franklin material; but that list is of little or no service to the student of history or the antiquarian. Book excerpt: This volume in the venerable Papers of Benjamin Franklin covers March 16 through September 12, 1785, Franklin's final days as minister to France and his voyage home This volume covers Franklin's final months as minister to France and his voyage back to America. He received his long-awaited permission from Congress to return home; accepted the king's parting gift of a miniature portrait surrounded by diamonds; settled his accounts; and arranged passage for himself and his two grandsons on a ship bound from England to Philadelphia. Franklin instructed the French government on the culinary uses of maize and wrote a lengthy "eye-witness" account of China that includes directions for making tofu. His last public act in France was signing the Prussian-American Treaty of Commerce, which contained three unprecedented articles: the two he wrote in 1782 guaranteeing protections during wartime for noncombatants, and a third guaranteeing humane treatment for prisoners of war. On the English coast, Franklin met with his Loyalist son William and witnessed William's signing over his American property to his son William Temple Franklin. Aboard the London Packet, Franklin wrote three scientific papers, including the copiously illustrated "Maritime Observations." His original line drawings are reproduced here for the first time. The volume ends with an appendix containing supplementary documents from the French mission.

Available in PDF, EPUB and Kindle. Book excerpt: During the period of this volume, the United States of America completed its transformation into a fully recognized independent nation. In May, Franklin and his fellow American peace commissioners John Adams, John Jay, and Henry Laurens recommenced treaty negotiations with their new British counterpart David Hartley. Those negotiations proved fruitless, as the new British ministry rejected all proposals for additional articles. On September 3, 1783, the commissioners signed the Definitive Treaty of Peace, which was essentially identical to the preliminary articles signed the previous November. While this marked the official end of the War for American Independence, the nations of Europe had long since recognized the United States. In the spring, Franklin, as sole minister plenipotentiary, secretly negotiated draft commercial treaties with Denmark and Portugal. After being recognized by the diplomatic corps in early July, he received overtures from other ambassadors, including a proposal from the papal nuncio concerning American Catholics. Franklin published a French edition of the American state constitutions, which he sent to every monarch in Europe, witnessed the first hot-air balloon ascension, welcomed his grandson Benjamin Franklin Bache back from Geneva, and wrote to his friends that "There never was a good War or a bad Peace."
