Book excerpt: Excerpt from d104-Book of Land Drainage The low yields of farm crops in this country are frequently used as a basis for speculation as to the future limit of food supply. The causes for these low yields are variously estimated. Bad management, over-cropping, loss of soil fertility, washing away of soils, "changing climatic conditions," and even "over-drainage" are among the more prominent of the causes named. "Bad management" is a very comprehensive term. "Loss of soil fertility" is a much used expression, but indifferently understood. Sometimes it is properly applied, but in many cases it probably does not apply except in so far as it may be synonymous with malnutrition of the crop. The improper functioning of common soils, because of the extended presence, at some time during each year, of excessive amounts of water, is seldom mentioned; and yet one needs but to travel through the land with an observant eye in the cropping season to discover areas (even in the so-called "garden spots") where half stands exist, fourth stands, and actually no stands for a half field or whole field, indicating failure in germination or very soon thereafter. He discovers sickly full stands, half stands and less; also drowned areas, and places where no crops have been planted -"skipped areas" - in fields that in other parts have a thrifty appearance of crops. An attempt has been made to outline the various questions that should be considered in taking up a drainage problem, and to put into brief but comprehensive form the principles involved in the design and construction of drainage works. The activities of the past few years intended to increase and improve agricultural areas through drainage, have greatly enlarged the application of engineering and scientific studies to this character of work. In addition to unwatering and re claiming natural swamp and overflow lands, of which there are many millions of acres, principally in the humid sections of the United States, large drainage problems have developed and are still developing in the arid regions, as a result of irriga tion. It has been estimated on irrigated lands generally that about one-fourth of the total area becomes unfit for profitable cultivation unless protected by drainage. As a branch of Engineering, drainage presents many interest ing and difficult problems. On account Of the many varied and uncertain factors relating to soil and ground water conditions, it is diffit to formulate general laws governing many features Of it. Each particular problem requires special study for economic and efficient results. The subject involves a study of the soil, hydrographic conditions, and also the location, design and construction of waterways for carrying away the excess supply. The effect of drainage upon the soil embraces questions of agriculture and soil physics. In every drainage enterprise economic questions are also involved. The principles and methods I have endeavored to outline have been slowly developed through many years - even centuries. It is impossible, in most cases, to determine to whom the credit for them belongs. I have attempted, where possible, to give appropriate references throughout the text. Acknowledgment also is made to all whose writings I have read, to engineers whose cooperation I have had in working out drainage problems, and to many friends who have kindly assisted me in the work. Of the United States is so scanty that irrigation is a necessity to the profitable growth of agricultural crops. In other sections of the country there is an area equal in size to all New England, with Indiana added, which is so wet that crops can not be grown at all, and where settlement and cultivation must be post poned until the land has been diked and drained. In the fifteen States and Territories of the arid region irrigation is the fundamental agricultural problem, because the very existence of civilized life depends in large measure on the ability to use rivers for this purpose. In these States the production of a cheap and abundant home food supply, made possible by irrigation, ' has increased the comfort and lessened the cost of living, and contributed in a greater degree than any other single cause to their continued growth and prosperity. By it desert wastes have been transformed into the most productive, healthful, and beautiful habitations of man to be found on this continent. The cities of Denver, Salt Lake, Los Angeles, and many others of lesser note are as much the creation of irrigation as the orchards and farms which surround them, and all depend for existence upon water and the institutions which govern its ownership and use. In many humid sections of the country high-priced land and intensive methods of cultivation are making of irrigation a factor of continually increasing value and importance, and it would seem that the experience of the United States, like that of Europe, will prove that no agent of agriculture or horticulture is so effective in increasing and insuring large yields as the ability to apply water in the right amount and at the right time. There are large areas of land which always receive too much water, large areas which never receive enough, and yet larger areas Which have sometimes too much and sometimes too little water. Only by proper control of the water supply can these lands be made to produce the best crops, and such a control includes both irrigation and drain age, some lands needing one, some the other, and some needing both. The greater part of the land now farmed in the United States belongs to the last class. The experiments made by this Office and the expe risnes of farmers and gardeners show that irrigation in dry years, even in the regions of heaviest average rainfall, much more than repays the cost of supplying the water. In these regions crops are as often drowned out as burned out, and it is probable that drainage to remove water in wet years will prove as profitable as irrigation in dry years.
