Book excerpt: To identify ways employers can strengthen the link between school and work, case studies of efforts to link school to work were conducted in four urban communities: Boston, Massachusetts; Fort Worth, Texas; Louisville/Jefferson County, Kentucky; and Philadelphia, Pennsylvania. Data were gathered from interviews with educators, members of the business community, and representatives of bodies devoted to linking school to work (for example, private industry councils, work force development councils, and school-to-work partnerships). All four communities showed evidence of the following: defining and implementing rigorous academic standards; embedding academic curricula in real-world contexts; introducing applied, hands-on pedagogy; and extending learning beyond the classroom through field-based investigations, teacher externships, community service, school-based enterprises, and work-based learning. It was concluded that employers can provide leadership in school reform by combining consistent support for district and school improvement with organized pressure to sustain and accelerate measurable progress and that employer improvement is particularly critical to strategies for reforming comprehensive high schools. The following challenges facing communities wishing to foster school-to-career programs were identified: moving from small pilots to significant scale; demonstrating improved student and school outcomes; building and sustaining support; and integrating school-to-career practices into a coordinated high school reform agenda. Book excerpt: There will always be those who lose out when a company goes into administration and cannot cover all of its debts. However, the current system does not represent the appropriate balance, since those who have given secure credit to a company are cushioned from the full impact of an insolvency, because the losses are borne by those who work for a company on a self-employed basis, or as contractors or suppliers. Under the current rules it is clearly in the financial interest of a company to break the law, and ignore the statutory redundancy consultation period, if the fine for doing so is less than the cost of continuing to trade, especially since this fine will anyway be paid by the taxpayer. However, while the financial calculation is simple, ignoring the consultation period has a high human cost that appears not to have featured in the decision making process at City Link. Employees were denied a reasonable notice period in which to seek alternative employment and instead, at a time of financial uncertainty, have to pursue a court claim for lack of consultation if they wish to be compensated. While there were differences of opinion as to whether or not City Link could be made viable, and the desired level of return could be achieved, the Committees regret that Better Capital felt its investors' interests could only be protected at the expense of the future of City Link and continued employment for its workers

Book excerpt: The literature has analyzed the link between social grants, means-tested and unconditional on employment, and employment in South Africa. The country’s social grant expenditure is relatively large amid persistently high unemployment. This study uses a large panel household survey spanning a decade to find that old-age and disability grant recipients are less in employment as intended by the social program, consistent with the literature. The study adds to the literature by showing that, among “indirect recipients,” younger members typically have lower employment prospects than other indirect recipients. There could be various explanation for this finding, including that the youth are more discouraged from seeking jobs, face larger constraints in the labor market, or have less job opportunities.
