Book excerpt: This book argues that a set of persuasive narratives about the links between natural resource, armed conflict and peacebuilding have strongly influenced the natural resource interventions pursued by international peacebuilders. The author shows how international peacebuilders active in Liberia and Sierra Leone pursued a collective strategy to transform "conflict resources" into "peace resources" vis-à-vis a policy agenda that promoted "securitization" and "marketization" of natural resources. However, the exclusive focus on securitization and marketization have been counterproductive for peacebuilding since these interventions render invisible issues connected to land ownership, environmental protection and sustainable livelihoods and mirror pre-war governing arrangements in which corruption, exclusion and exploitation took root. Natural resource governance and peacebuilding must go beyond narrow debates about securitization and marketization, and instead be a catalyst for trust-building and cooperation that has a local focus, and pursues an inclusive agenda that not only serves the cause of peace, but the cause of people. The achievement of higher economic growth is one of the principal objectives of current government policies, and involves intensive resource development programmes with equitable access and distribution of output. It is a great challenge for developing countries and the only vehicle which can bring these countries out of poverty. India’s development path is based on its unique resource endowments. As a welfare state, its overriding priority lies in generating its citizens’ wellbeing with the multifarious programmes of eradicating poverty through providing means of earning income for a sustainable livelihood. While a number of programmes have been undertaken by the Government with the aim of eliminating poverty, the purpose of generating an all-round enhanced livelihood opportunity based on the creation of an improved ambience is only partially served by such programmes. The recent focus, therefore, has been on the assets/processes/activity framework concerned with not only poverty reduction, but also promoting sustainable livelihood enhancing strategies and access to assets like human capital, physical assets, social capital, financial capital and natural capital. In terms of the sustainable livelihood framework, livelihood comprises the activities, the assets, the capabilities and the access that combine to determine the standard of living attainable for an individual. A livelihood is deemed to be sustainable when it can absorb unforeseen shocks and recover from stresses and uncertainties, while maintaining or enhancing the capability and asset base both at present and for future periods without distorting the natural resources and creating social unrest. This book is composed of seventeen papers covering the socio- developmental aspects and natural resources connected with the concept of sustainable livelihood, as well as livelihood issues intimately linked with the farm and non-farm sectors and impacted by gender aspect.

The systems thinking advocated within this Element increases the inclusion of socio-psychological, financial, demographic, environmental and political dimensions that mediate resource-(im)mobility pathways. The Earth Systems Governance paradigm provides a way to manage global migration flows more effectively, allowing for consideration of networks and interdependencies in addition to its inherent adaptiveness. Resource rushes, hydropower displacement, and climate-induced retreat from coastal areas are all examples of circumstances linking resources and human mobility. Movement can also ameliorate environmental conditions and hence close monitoring of impacts and policies which harness benefits of migration is advocated. Green remittance bonds, and land tenure policies favoring better arable resource usage are key ingredients of a more systems-oriented approach to managing mobility. The Global Compact on Migration offers an opportunity to operationalize such adaptive governance approaches in the Anthropocene.

Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.
