It addresses two of the major problems facing social system account ing: how to measure and account for nonmarket activities and how to combine social and economic indicators. The solution I propose is accounts based on behavior settings, a concept originated by Roger G. Barker more than thirty years ago. Behavior settings are the natural units of social activity into which people sort themselves to get on with the busi ness of daily life--grocery stores, school classes, reI i gious services, meetings, athletic events, and so on. The descriptive power of behavior settings has been established in surveys of complete communities in the United States and England, of high schools ranging in size from fewer than 100 to more than 2000 students, of rehabilitation centers in hospitals, and of several other types of organizations. Behavior settings are empirical facts of everyday life. A description of a community or an organization in terms of behavior settings corresponds to common experi ence. In many cases, small establishments are behavior settings; the paid roles in behavior settingsare occupa tions; and the buildings and equipment of establishments are the buildings and equipment of behavior settings.

Book excerpt: The aim of the Handbook of Social Indicators and Quality of Life Research is to create an overview of the field of Quality of Life (QOL) studies in the early years of the 21st century that can be updated and improved upon as the field evolves and the century unfolds. Social indicators are statistical time series “...used to monitor the social system, helping to identify changes and to guide intervention to alter the course of social change”. Examples include unemployment rates, crime rates, estimates of life expectancy, health status indices, school enrollment rates, average achievement scores, election voting rates, and measures of subjective well-being such as satisfaction with life-as-a-whole and with specific domains or aspects of life. This book provides a review of the historical development of the field including the history of QOL in medicine and mental health as well as the research related to quality-of-work-life (QWL) programs. It discusses several of QOL main concepts: happiness, positive psychology, and subjective wellbeing. Relations between spirituality and religiousness and QOL are examined as are the effects of educational attainment on QOL and marketing, and the associations with economic growth. The book goes on to investigate methodological approaches and issues that should be considered in measuring and analysing quality of life from a quantitative perspective. The final chapters are dedicated to research on elements of QOL in a broad range of countries and populations.

During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. The author contends that to understand how knowledge and policy are linked, we need to replace the "scientific" model of explicit knowledge use with a more inclusive, interactive model of knowledge influence. Book excerpt: July 1995 Cross-country comparisons suggest that poor people tend to be in worse health than others, and that their health responds more to differences in public health spending. Are the poor less healthy? Does public health spending matter more to them? Bidani and Ravallion decompose aggregate health indicators using a random coefficients model in which the aggregates are regressed on the population distribution by subgroups, taking account of the statistical properties of the error term and allowing for other determinants of health status, including public health spending. This also allows them to test possible determinants of the variation in the underlying subgroup indicators. They implement the approach with data on health outcomes and poverty measures for 35 developing countries. Bidani and Ravallion find that poor people have appreciably worse health status on average than others--and that differences in public health spending tend to matter more to the poor. This is probably because the nonpoor are in a better position to buy private health care. This paper--a product of the Poverty and Human Resources Division, Policy Research Department--is part of a larger effort in the department to understand the interlinkage between poverty and human development.
