Book excerpt: The Neural Theory of Visual Attention of Bundesen, Habekost, and Kyllingsbæk (2005) was proposed as a neural interpretation of Bundesen’s (1990) theory of visual attention (TVA). In NTVA, visual attention functions via two mechanisms: by dynamic remapping of receptive fields of cortical cells such that more cells are devoted to behaviorally important objects than to less important ones (filtering) and by multiplicative scaling of the level of activation in cells coding for particular features (pigeonholing). NTVA accounts for a wide range of known attentional effects in human performance and a wide range of effects observed in firing rates of single cells in the primate visual system and thus provides a mathematical framework to unify the 2 fields of research. In this Research Topic of Frontiers in Psychology, some of the leading theories of visual attention at both the cognitive, neuropsychological, and neurophysiological levels are presented and evaluated. In addition, the Research Topic encompasses application of the framework of NTVA to various patient populations and to neuroimaging as well as genetic and psychopharmacological studies.

Central to their thesis is the now well-established argument that development will increasingly depend on a country's ability to understand, interpret, select, adapt, use, transmit, diffuse, produce, and commercialize scientific and technological knowledge in ways appropriate to its culture, aspirations, and level of development. The authors go beyond this tenet, analyzing the importance of S & T for development within specific sectors. They present policy options for enhancing the effectiveness of S & T systems in developing countries, review previous experience of the World Bank and other donors in supporting S & T, and suggest changes that the World Bank and its partners can adopt to increase the impact of the work currently undertaken in S & T. The authors' main messages are: * S & T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. * Most developing countries are largely unprepared to deal with the changes that S & T advancement will bring. * The World Bank's numerous actions in various domains of S & T could be more effective in producing the needed capacity improvements in client countries. * The World Bank could have a greater impact if it paid increased attention to S & T in education, health, rural development, private sector development, and the environment. The strategy emphasizes four S & T policy areas: education and human resources development, the private sector, the public sector, and information communications technologies. The paper--a joint product of the Education Team, Human Development Network, and the Environmentally and Socially Sustainable Development Vice Presidency--is part of a larger effort in the Bank to engage client countries in an active science and technology dialogue while increasing awareness of the centrality of these issues to the Bank's work.

Examining the complex interactions between the 'inner life' of the university and its external environment, it poses the question: 'Can the modern university manage the governance and balancing of these, sometimes conflicting, demands'? Against a backdrop of ongoing processes of globalization, there is growing recognition of the importance of sub-national development strategies - processes of regionalization, governmental decentralization and sub-national mobilization, that provide a context for universities to become powerful partners in the process of managing sub-national economic, social and environmental change. Allied to this, the continued evolution of the knowledge economy has freed up location decisions within knowledge-intensive industries, while paradoxically innovation in the production of goods and services has become still more 'tied' to locations that can nurture the human and intellectual capital upon which those industries rely. Thus cities and regions in which higher education services are concentrated have, or are thought to have, a competitive advantage. With universities facing ever increasing pressures of commercialization, which deepen the engagement between universities and external stakeholders, including those based in their localities, the tension between the university's academic (basic research and teaching) mission and external demands has never been greater. This book provides a long overdue analysis, bringing all the competing issues together, synthesizing the key conceptual debates and analyzing the way in which they have been experienced in different local, regional and national contexts and with what effects.
