Effects of language policies and practices on majority and minority individuals and groups are evaluated. Differences in national and regional language situations in the U.S. and Canada are traced to historical and sociological, demographic, and legal factors which have sometimes been inappropriately generalized or ignored by ideologues. The point is to show that certain general principles of economics and sociology apply to the situations in both countries, but that differing notions of sovereignty, state and nation, ethnicity, pluralism, and multiculturalism have shaped attitudes and policies in significant ways. Understanding the bases for these varying attitudes and policies provides a clearer understanding of the idiosyncratic as well as more universal factors that contribute to tensions between groups and to outcomes, many of which are unintended. Book excerpt: At the end of the 19th century, the population of Canada was composed of two main ethnic groups, the English and the French. However, by the early 1960s, Canada's population had become a mosaic in which almost every European ethnic group was represented. In subsequent years, the sources of immigration were even further diversified. Since 1976, the majority of immigrants have come from the Third World. Already multiethnic, Canada could be a multi-racial society during the next century. However, ethnic diversity has not changed Canada's linguistic duality, since the immigrant languages rarely survive more than one or two generations after their introduction. Most of the descendants of immigrants speak English as their mother tongue. During the century between 1850 and 1950, a dynamic equilibrium was maintained between native speakers of English and French. The high birth rate of Francophones offset the gains made by Anglophones through immigration and linguistic transfers. However, the birth rate differential in favour of Francophones gradually declined, disappearing by the mid-1960s. This trend has highlighted the destabilizing effects of immigration and linguistic transfers on the linguistic composition and demographic weight of Quebec in Canada. In Canada as a whole, only a very small proportion of immigrants have French as their mother tongue (4%). The proportion of the foreign-born population in Quebec which speaks French as its mother tongue (22%) is much smaller than the corresponding proportion of those who have English as their mother tongue in the rest of Canada (46%). In addition, immigrants whose mother tongue is neither French nor English transmit their language more frequently in Quebec than in the other provinces. And when they teach their children one of the official languages as their mother tongue, they choose English more often than French in Quebec, and invariably choose English elsewhere in Canada.

The Longitudinal Survey of Immigrants to Canada provides the data for the empirical analysis.Chapter Five investigates the role of English proficiency in such labour-market integration outcomes as employment seeking, incidence of employment, and employment within ethnic enclaves. The study finds that English proficiency is associated with higher odds of employment seeking and employment in Canada. It also significantly increases the likelihood of being employed outside ethnic enclaves.The introductory chapter offers insight into the recent changes to the Canadian immigration policy as well as immigration trends. This chapter also outlines chapters Two through Six and establishes the conceptual framework that unifies them.Chapters Three and Four focus on the application of human capital theory and macro-level factors of the source and destination countries' framework. Chapter Three explores the factors that contribute to the immigrant's English proficiency upon arrival. Chapter Four investigates the role of human capital and destination country's macro-level factors in English proficiency four years after migration. The principal empirical results indicate that macro-level factors of the source country are significantly related to the English proficiency at arrival, while macro-level factors of the destination country are significantly related to English proficiency four years after migration. The results also corroborate findings described in the human capital literature aiding comprehension of the relationship between human capital endowments and English proficiency.Chapter Two introduces two theoretical approaches, human capital theory and macro-level factors of the source and destination countries' framework. It presents a review of the literature and introduces a theoretical model of linguistic integration that is subsequently tested in Chapters Three and Four.Chapter Six integrates human capital theory and language as a dimension of ethnicity framework. The analysis concentrates on the role of English in immigrants' skills utilization. The principal results add to human capital theory, indicating that English proficiency significantly increases the odds of skills utilization. The findings also reveal that immigrants who speak standard English are more likely to utilize their skills than non-standard English speakers.

The first essay, entitled "Linguistic Distance, Languages of Work and Wages of Immigrants in Montreal", explores whether the distance between an immigrant's mother tongue and a Canadian official language (English or French), evaluated with the use of the Levenshtein distance measure, has an impact on his/her economic integration into the labour market. Using microdata from the master files of the 2001 and 2006 Canadian censuses and from the 2011 National Household Survey, I investigate the relationship between linguistic distance and the intensity of use of English and French at work in the Montreal metropolitan area. That region is characterized by the presence of sizeable French and English-speaking communities, as well as by a large number of immigrants from a wide variety of linguistic backgrounds. Those elements of linguistic diversity interact in the context of English being the international lingua franca. I find that linguistic distances between immigrants' mother tongues and English and French have an important impact on the relative intensities of use of the two Canadian official languages at work. I further investigate the role of the languages used at work on the earnings of immigrants by estimating earnings functions. I find that the use of both French and English are remunerated in the labour market, but that using English at work has a larger impact on earnings. The second essay, entitled "Labour Shortages and Immigration: The Case of the Agriculture Sector", examines the role played by immigration in filling labour shortages in rural areas. Reliable access to labour is an ongoing key concern for many employers, in particular for those in regions. As an attempt to help mitigate the effects of labour shortage on the labour market, immigration has always been deployed as a key strategy, but most immigrants are concentrated in large cities. Immigration programs that try to modify the regional distribution of immigrants by attracting and retaining immigrants to rural areas all have in common that they try to fill labour shortages in those regions. A sector that represents an interesting case in point, in the dual context of attracting and retaining immigrants in rural areas and in filling a labour shortage, is the agriculture sector. I use a novel longitudinal micro-database for the years 2001-2013 from the Canadian Employer-Employee Dynamic Database (CEEDD) to identify the factors that have an impact on the recruitment and retention of Canadian and immigrant workers in this sector. In particular, in response to the efforts to explore permanent residence pathways, whether or not former temporary foreign workers (TFW) with Canadian experience are most likely to stay in the sector after entering remains a key question for policy makers that I investigate. The third essay, "Immigrant Assimilation in a Multicultural and Multilingual Context", expands on the work of the first essay by looking at languages used at home. I investigate whether linguistic distance between an immigrant's mother tongue and a Canadian official language (English or French) has an impact on his/her assimilation to the host country's official languages. Using microdata drawn from the master files of the 2001, 2006 and 2016 Canadian censuses and the 2011 National Household Survey, I investigate the relationship between linguistic distance and the intensity of use of English and French at home for immigrants in the Montreal metropolitan area. I find that linguistic distances between immigrants' mother tongues and English and French have an important impact on the relative intensities of use of the two Canadian official languages at home. I further investigate the role of spousal characteristics and other variables on the assimilation of immigrants. The results suggest that the home environment is an important factor contributing to the linguistic assimilation of immigrants. Individuals exposed to an official language at home with their spouse have significantly higher rates of assimilation.

This book raises the level of discussion to take account of international developments and to promote a more coherent and soundly based debate.
