Book excerpt: The objective of the study is to take a quantitative approach in deriving adequate and accurate cost and effectiveness measures for Active Army and Reserve component forces; and secondly, in applying three methods of linear programming to alternative mixes of these forces in order to structure the total force requirement to meet the national security objectives in 1975. The analytical process of systems analysis and the fixed-budget approach are used to develop a linear programming model to solve the resource allocation problem. Geometric, simplex, and matrix methods are applied to alternative linear programming models using a new measure of effectiveness-deployability. (Modified author abstract).

Book excerpt: This report documents an exploratory research project that considers the salient relationships between wartime and peacetime manpower roles and between military and civilian manpower utilization--and how these relationships can be integrated in a manpower management model. It also discusses whether such a model would evaluate manning options differently from conventional analysis, i.e., whether it could fundamentally alter Department of Defense (DOD) labor management. The authors outline desirable features for a total force management model, build a rudimentary version of such a model, and exercise it to demonstrate that it can lead to manning policies different from those favored by existing DOD policy. The total force modeling approach they propose has the following features: (1) the management objective is cost-effectiveness; (2) peacetime costs are linked to wartime capability goals by the need to establish and maintain peacetime resource inventories for potential wartime use; (3) different areas of defense endeavor have different combinations of wartime and peacetime capability goals; (4) different categories of manpower are linked by their overlapping capacities to contribute to peacetime performance and wartime capability; (5) a worker's value in defense activities is evaluated in two dimensions; and (6) the costs and capabilities derived from military manning are heavily influenced by limited lateral entry to the military personnel inventories.

First, we show how the findings from applying the TFM model can be used to develop guidelines for manning various types of defense activities. For general oversight purposes, screening criteria can be based on the answers to specific questions about an activity's peacetime and wartime work loads; about the relative contributions that activities, reserves, and civilians can make; and about the comparisons of their costs. These screening criteria can be implemented using tables and charts similar to those developed here to determine the least costly manning mix consistent with achieving all work loads. We also illustrated the structure of fully specified linear programming models that can generate results for detailed manpower and personnel management.

Book excerpt: How much should a person with a given set of qualifications be paid so that his salary is consistent with other salaries in an organization. The purpose of this document is to explore the possible utilization of linear programming techniques for answering the above question in job-salary evaluation. Specifically, a linear programming model is used to analyze a hierarchical salary structure in a school district. The model is used to determine the relative importance of each of the compensable elements of each function (position) in a school district. In addition, monetary equivalents to these elements are derived from the model in order to develop a consistent scale of compensation within a school district. The proposed type of job-salary evaluation scheme might have wide application in the Air Force as well as civilian sector, since it could be of important use in determining discrepancies or in determining those positions in the Air Force which seem 'out of line' in terms of salary or grade classification. The development of utility objective functions, so factors of a job which are considered crucial, receive higher relative weights would tend to increase the flexibility of the salary schedule in responding to the changing needs and demands of the organization. Volume 1 (R-4078/2-PA&E) describes the Army decisionmaking process, and this volume describes data sources and methods used to develop cost factors. "Cost factors" are measures used to estimate the cost implication of changes in defense missions, force structures, weapon systems or operating levels. They include recurring operating and support costs, nonrecurring operations and maintenance costs, and investments costs, such as facility construction. The study also examines intermediate factors, such as personnel pay rates, that are used to develop cost estimates.
