Linear planning, commonly discussed in the past as a method which plans the development of the city, is completely redefined here in the form of a design approach inspired by projects shaped by linear routes, such as cycle or walking paths. Such concept is applied to the urgent topic of territorial marginality which specifically neglects rural and mountainous areas and recently is coped by European and National policies. The analysis of these policies demonstrates the necessity of alternative strategies equipped to deal with both the internal and external causes that determine the critical conditions in these fragile environments. By implementing the concept of linear planning in these contexts, this book proposes to enlarge the perspective of traditional policies contrasting the regional inequalities that usually determine the design of projects just within the boundaries of the marginal areas. Cycle and walking paths are experimental cases of linear planning as they have not been influenced or formed by political boundaries and therefore are able to equally involve both the central and marginal zones. This book presents a review of current issues such as regional inequalities, with attention to their related policies, as well as an analysis of the concept of linear planning as seen through the study of one of the most famous cases of a walking path—the Way of St. James in Spain.

However, income inequality increased sharply from the early 1980s and rendered China among the most unequal countries in the world. This trend has started to reverse as China has experienced a modest decline in inequality since 2008. This paper identifies various drivers behind these trends – including structural changes such as urbanization and aging and, more recently, policy initiatives to combat it. It finds that policies will need to play an important role in curbing inequality in the future, as projected structural trends will put further strain on equity considerations. In particular, fiscal policy reforms have the potential to enhance inclusiveness and equity, both on the tax and expenditure side.

The concept of the correlogram has been borrowed in the spatial literature from the time series analysis. Figure l. 4. a shows the first-order neighbours of a reference area, while Figure 1. 4. b displays the second-order neighbours of the same area. Higher-order neighbours can be defined in a similar fashion. While it is clear that the dependence is strongest between immediate neighbouring areas a certain degree of dependence may be present among higher-order neighbours. This has been shown to be an alternative way of look ing at the sca le problem (Cliff and Ord, 1981, p. l 23). However, unlike the case of a time series where each observation depends only on past observations, here dependence extends in all directions.

The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This special issue of REGION makes a solid scientific attempt (i) to map out the spatial consequences of recent transitions in growth trajectories of countries or regions, and (ii) to trace policy strategies and design effective policy information, to cope adequately with these new challenges. The present special issue does so by highlighting the new force field of regional and urban dynamics from three angles in the context of spatial quality and inequality. These will be briefly sketched below.

Al though a number of books in MCDM fields have already been published in recent years, most of them have mainly trea ted one aspect of MCDM. Book excerpt: Graham Clarke and Moss Madden 1. 1 Background In the mid 1990s there were a number of papers in regional science that questioned the relevance and purpose of the entire sub-discipline. Bailly and Coffey (1994) for example, talked of 'regional science in crisis'. They argued that there were two fundamental problems. First, regional science was too theoretical in the sense that many of its products were models that could neither be calibrated (too complex) or operationalised (too abstract) in the real world. They suggested that regional science had not sufficiently demonstrated that it can address real-world problems and subsequently lacked a focus on relevant policy issues. Second, they argued that regional science had become too narrow in focus and had moved away too far from real people and their daily concerns or struggles in life. This was not the first time we had witnessed these sorts of arguments, both from outside the discipline and from within. Sayer (1976) was perhaps the first to argue for a shift from a model-based focus in regional science to one based on political economy. Breheny (1984) criticised the 'deep ignorance among regional scientists of the nature of practical policy making and implementation' (see also Rodwin (1987) for similar views in the mid 1980s). Such self-reflection is a feature of many disciplines as they reach maturity. There have been many similar reflections in geography (Johnston 1996, Barnes 1996) and economics (see the collection in the January edition of the Economic Journal 1991).

The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists interested in a deeper understanding of the distribution of incomes in Egypt and other countries in the Middle East and North Africa region.
