Lightning strikes make no distinction between historic properties and other types of structures. Historic barns, churches, museums, homes, stores, factories, lighthouses, schools, and other buildings, as well as structures such as tall monuments, may be at unnecessary risk of damage or loss as a result of a strike by lightning. The insurance industry reports that 5% of all claims are lightning-related in the U.S., with annual building damage estimated as high as $1 billion according to Underwriters Laboratories, Inc. Certain types of structures are especially susceptible to damage, particularly churches where lightning accounts for nearly one-third of all church-building fires each year. This Preservation Brief, part of the Renovation & Historic Preservation resources collection produced by the US Department of Interior, National Park Service, (Technical Preservation Services) is designed for owners, property managers, architects, contractors, and others involved in the preservation of historic structures. It includes information on the care, maintenance, and repair of historic and older lightning protection systems; discusses factors to consider in assessing the need for a lightning protection system where none exists; and includes historic preservation guidance on the design and installation of new systems. The copper economy and regulation are almost as good as in a 3800 volt 3 wire 3 phase system, while the voltage strains to ground which have to be met are only those of a 2200 volt circuit. Since the size of the conductors vary inversely as the square of the voltage a large saving in line material can sometimes be made by using this system. Design of Distribution Systern.--In the design of a rural distribution system, the engineer is confronted by several economic problems which are different from those encountered in either a city distribution system or in a long distance power transmission line. The load will in general be small and widely distributed and will be subject to large fluctuations. The lighting load will, of course, obey the same general laws that apply in any distribution system, but motors will be used at infrequent intervals, and consequently high peaks may occur at unexpected times, while the average load will be low. These peaks will not affect the station as they will generally occur at times when the plant is lightly loaded. Also they will be far below the capacity of the plant, but they may tax the ability of the distribution system to deliver power with good regulation. As the average load is small and as absolute continuity of service is not essential a construction of a light character is permitted and even necessary if the central station is to realize a profit. The fixed charges on the cost of the conductors will usually exceed the cost of the line loss. Therefore the smallest conductors that will give good regulation should be used. They are given here as examples of what the various organizations referred to regard as the best practice in protection against lightning. A. ENGLAND THE PHOENIX FIRE OFFICE RULES" FOR LIGHTNING RODS IDEAL METHOD OF PROTECTION In the report issued by the Lightning Research Committee in 1905, it is pointed out that lightning discharges are of two distinct characters, named the A and B flash, respectively. The A flash is of simple type; it can be prevented, or its violence diminished, by the silent discharge which goes on during a storm from various points of a building. Its path is prepared beforehand by ordinary electrostatic considerations, and it strikes pointed conductors in preference to others. The usual system of two or more conductors, if properly constructed, affords sufficient protection against a flash of this kind. The B flash is a disruptive discharge of much greater suddeness, which falls on a building without preparation; it may strike the building in several places at once, and is no more likely to select points than knobs. A column of hot air, like that of a chimney, is the path most favored by this kind of discharge. Points are no protection against it; the only way to obtain absolute security is to inclose the structure in a metal framework, constituting what has been described as the "bird-cage" system of conductors. As a result, Congress requested a GAO study on issues related to whether the federal government should adopt a uniform standard for lightning protection systems. We selected four agencies for this study--the General Services Administration (GSA), the Veterans Health Administration (VHA), the U.S. Postal Service (USPS), and the Department of Defense (DOD). These agencies hold over 80 percent (in terms of square footage) of the government's owned and leased property. The objectives of this study were to determine (1) to what extent these selected federal agencies use applicable lightning protection standard(s) to help protect buildings they own from lightning strikes; (2) how these selected federal agencies assess the need for lightning protection systems on their buildings; (3) what practices and lightning protection standard(s) the General Services Administration uses when leasing privately owned buildings; and (4) what data exist related to the financial impact of lightning protection and damage to the federal government, such as the number of buildings with lightning protection systems, the costs associated with installing lightning protection systems, and the costs to repair buildings struck by lightning.
