Book excerpt: Empires of the Sand offers a bold and comprehensive reinterpretation of the struggle for mastery in the Middle East during the long nineteenth century (1789-1923). This book denies primacy to Western imperialism in the restructuring of the region and attributes equal responsibility to regional powers. Rejecting the view of modern Middle Eastern history as an offshoot of global power politics, the authors argue that the main impetus for the developments of this momentous period came from the local actors. Ottoman and Western imperial powers alike are implicated in a delicate balancing act of manipulation and intrigue in which they sought to exploit regional and world affairs to their greatest advantage. Backed by a wealth of archival sources, the authors refute the standard belief that Europe was responsible for the destruction of the Ottoman Empire and the region's political unity. Instead, they show how the Hashemites played a decisive role in shaping present Middle Eastern boundaries and in hastening the collapse of Ottoman rule. Similarly, local states and regimes had few qualms about seeking support and protection from the infidel powers they had vilified whenever their interests so required. Karsh and Karsh see a pattern of pragmatic cooperation and conflict between the Middle East and the West during the past two centuries, rather than a clash of civilizations. Such a vision affords daringly new ways of viewing the Middle East's past as well as its volatile present.

Book excerpt: Conventional wisdom dictates that the conditions of international politics require states to pursue "tough" strategies based on threats, ruling out "soft" strategies such as reassurances or appeasement. In Threats and Promises, James W. Davis, Jr., works toward a theory of influence in international politics that recognizes the power of promises and assurances as tools of statecraft. Davis offers an analytic treatment of promises and assurances, drawing on relevant strands of international relations theory and deterrence theory, as well as cognitive and social psychology. Building on prospect theory (from cognitive psychology), he develops a testable theory of influence that suggests promises are most effective when potential aggressors are motivated by a desire to avoid loss. Davis then considers a series of case studies drawn principally from German diplomatic relations in the later nineteenth and early twentieth century. From the case studies—which focus on such issues as European stability, colonial competition, and the outbreak of the First World War—Davis shows how a blending of threats and promises according to reasoned principles can lead to a new system of more creative statecraft. While many critical analyses exist on the use of threats, there are relatively few on the use of promises. Davis argues that promises have been central to outcomes that were previously attributed to the successful use of deterrent threats, as well as the resolution of many crises where threats failed to deter aggression. Threats and Promises challenges the conventional wisdom and is an original contribution to the field of international politics.

Book excerpt: This study explains how Salisbury viewed cultural conflicts between the East and the West, how he treated Oriental nationality and nationalist aspirations in British dominions in the East, and how he directed British policy in the Eastern world in a time when the Western Powers were plunging into a struggle for spheres of predominance. In pursuit of British imperial interests, Salisbury was outwardly determined, but acutely aware of the inherent moral conflicts. He understood that the expansion of Europe was inevitable, but, taking into account the rights and feelings of the Eastern nations, he endeavoured to reduce his country’s impact on the peoples subjected to British control. Hence his preference for the generally peaceful invasion effected by informal empire. Following an introductory discussion on Salisbury’s ideas and policy, particularly in the light of his treatment of nationality, this research investigates his record in India, Turkey, Egypt, and China to argue for a strikingly sympathetic attitude in his dealings with Eastern nationalities. While it is a truism to say that British imperialism was coloured by Christian beliefs and liberal principles, it has not yet been appreciated how far Salisbury succeeded in reconciling the moral and practical demands of Western civilization upon itself with the requirements of power.
