Download or read book Life in the IAS written by Ram Varma and published by Rupa Publications. This book was released on 2017 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 1 November 1966, India saw the birth of its 17th state, Haryana, carved out of Punjab. Two years prior, Ram Varma had graduated from the prestigious IAS Academy and was allocated to Punjab. He was then transferred to Haryana, which was a state in turmoil and had within a year infamously been stamped as a land of political infidelity-'Aya Rams and Gaya Rams'. Having served in various capacities from subdivisional magistrate to chief secretary, Ram Varma relives the history of Haryana in the first three formative decades. An ambitious work, it covers the whole range of the state's history-its inception, the chief ministers at the helm, the bureaucracy, the infrastructure reconstruction programme, including the innovative lift-irrigation projects and much more-as captured against the nation's history which too was crafting a resurgent identity. The book pivots its central narrative around the portrayal of the three Lals of Haryana-Bansi Lal, Devi Lal and Bhajan Lal-who dominated the scene. Barring a few years, Haryana was ruled by the Lals, who chased each other in and out of office. The author has watched this fledgling state grow during their respective reigns, had keenly observed the workings of each chief minister and was a witness to the fascinating drama of its transformation from a poor, resource-less state to a progressive, front-ranking state during his tenure. Packed with interesting anecdotes, tongue-in-cheek observations, behind-the-scenes political happenings and personal recollections, Life in the IAS captures the extraordinary journey of Haryana, its three towering leaders-the Lals-and author Ram Varma who takes the ups and downs of his distinguished career in his rollicking stride, experiencing thrills and triumphs, trials and tribulations.

August himself has just landed a prize government job. The job takes him to Madna, “the hottest town in India,” deep in the sticks. There he finds himself surrounded by incompetents and cranks, time wasters, bureaucrats, and crazies. What to do? Get stoned, shirk work, collapse in the heat, stare at the ceiling. Dealing with the locals turns out to be a lot easier for August than living with himself. English, August is a comic masterpiece from contemporary India. Download or read book Life written by Didier Fassin and published by John Wiley & Sons. This book was released on 2018-06-22 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: How can we think of life in its dual expression, matter and experience, the living and the lived? Philosophers and, more recently, social scientists have offered multiple answers to this question, often privileging one expression or the other – the biological or the biographical. But is it possible to conceive of them together and thus reconcile naturalist and humanist approaches? Using research conducted on three continents and engaging in critical dialogue with Wittgenstein, Benjamin, and Foucault, Didier Fassin attempts to do so by developing three concepts: forms of life, ethics of life, and politics of life. In the conditions of refugees and asylum seekers, in the light of mortality statistics and death benefits, and via a genealogical and ethnographical inquiry, the moral economy of life reveals troubling tensions in the way contemporary societies treat human beings. Once the pieces of this anthropological composition are assembled, like in Georges Perec’s jigsaw puzzle, an image appears: that of unequal lives.
Download or read book Ernst Kantorowicz written by Robert E. Lerner and published by Princeton University Press. This book was released on 2018-09-11 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first complete biography of an influential historian whose dramatic life intersected with many great events and thinkers of the twentieth century This is the first complete biography of Ernst Kantorowicz (1895–1963), an influential German-American medieval historian whose colorful life intersected with many of the great events and thinkers of his time. Born into a wealthy Prussian-Jewish family, he fought in World War I—earning an Iron Cross and an Iron Crescent—before being sent home following an affair with a general’s mistress. Though he was an ardent German nationalist during the Weimar period, after the Nazis came to power he bravely spoke out against the regime before an overflowing crowd in Frankfurt. He narrowly avoided arrest after Kristallnacht, fleeing to England and then the United States, where he joined the faculty at Berkeley, only to be fired in 1950 for refusing to sign an anticommunist “loyalty oath.” From there, he “fell up the ladder” to Princeton’s Institute for Advanced Study, where he wrote his masterwork, The King’s Two Bodies. Drawing on many new sources, including numerous interviews and unpublished letters, Robert E. Lerner tells the story of a major intellectual whose life and times were as fascinating as his work.
Download or read book Advice and Dissent written by Y.V. Reddy and published by Harper Collins. This book was released on 2017-06-27 with total page 496 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Few people know more about India's financial system than Dr Y.V. Reddy. And even fewer have the authority that he commands.' - Raghuram Rajan, former RBI governor 'If America had a central bank chief like Y.V. Reddy, the US economy would not have been in such a mess.' - Joseph Stiglitz, economist and Columbia University professor 'One among the brightest intellectuals living in India today...the most eminent central banker of the last decade across the world.' - P. Chidambaram, former Union finance minister 'How did India manage to beat the odds? [It was] largely the result of the sound management and foresight of one man: Yaga Venugopal Reddy.' - Arvind Panagariya, vice-chairman of the Niti Aayog 'I have high regard for him for two reasons. First, his complete integrity. There are very few civil servants like him who are not self-centered. He does not want to please any bureaucrat or minister. Second, his devotion to work. Intellectually, he is very open.' - Bimal Jalan, former RBI governor 'Unlike Alan Greenspan, who didn't believe it was his job to even point out bubbles, much less try to deflate them, Mr Reddy saw his job as making sure Indian banks did not get too caught up in the bubble mentality.' - Joe Nocera, American journalist and author 'Dr Reddy is of a generation that believed public service was the highest calling.' - Karina Robinson, editor, The Banker magazine A journalist once asked Y.V. Reddy, 'Governor, how independent is the RBI?''I am very independent,' Reddy replied. 'The RBI has full autonomy. I have the permission of my finance minister to tell you that.'Reddy may have put it lightly but it is a theme he deals with at length in Advice and Dissent. Spanning a long career in public service which began with his joining the IAS in 1964, he writes about decision making at several levels. In his dealings, he was firm, unafraid to speak his mind, but avoided open discord. In a book that appeals to the lay reader and the finance specialist alike, Reddy gives an account of the debate and thinking behind some landmark events, and some remarkable initiatives of his own, whose benefits reached the man on the street. Reading between the lines, one recognizes controversies on key policy decisions which reverberate even now. This book provides a ringside view of the licence permit raj, drought, bonded labour, draconian forex controls, the balance of payments crisis, liberalisation, high finance, and the emergence of India as a key player in the global economy. He also shares his experience of working closely with some of the architects of India's economic change: Manmohan Singh, Bimal Jalan, C. Rangarajan, Yashwant Sinha, Jaswant Singh and P. Chidambaram. He also worked closely with extraordinary leaders like N.T. Rama Rao, as described in a memorable chapter. As governor of the RBI from 2003 to 2008 he presided over a period of high growth, low inflation, a stable rupee and ample foreign exchange reserves -- a far cry from the 1991 crisis he lived through and describes in vivid detail, when the country had to mortgage its gold to meet its debt obligations. He is credited with saving the Indian banking system from the sub-prime and liquidity crisis of 2008 that erupted shortly after his term at RBI ended.Dr Reddy provides insight into post-crisis reflection undertaken by several global institutions on the international monetary system and financial architecture. In addition, he describes the development of the Fourteenth Finance Commission report, which he chaired, and is considered a game changer.Leavened with his irrepressible sense of humour, Advice and Dissent is a warm, engaging account of a life that moves easily from his career in the districts as a young IAS officer to the higher echelons of policy making, in a trajectory that follows change in the country itself.
Download or read book What Ails the IAS and Why It Fails to Deliver written by Naresh Chandra Saxena and published by SAGE Publications Pvt. Limited. This book was released on 2019-11-14 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: An unorthodox and maverick administrator, the author worked in top policy positions, but the system rejected the reforms that he advocated. In his career he followed the economic philosophy of ‘socialism for the poor and free market for the rich’. However, the political and administrative system in India seemed to believe in ‘indifference to the poor and control over the rich to facilitate rent seeking’. The book is full of anecdotes ranging from how the author resisted political corruption that led to the Prime Minister’s annoyance to a situation when the author himself ‘bribed’ the Chief Minister to scrap oppressive laws against tribal women. As Joint Secretary, Minorities Commission, the author exposed the communal bias of the district administration in handling riots in Meerut; he was punished for bringing to light the killing of innocent Muslim women and children by the police. When Bihar became a ‘failed state’ during the Lalu Prasad Yadav era of 1990–2005, the author did not hesitate in rebuking the Chief Secretary who was his senior in service, and accused IAS officials in Bihar of behaving like English-speaking politicians. Despite their high integrity, hard work and competence, IAS officials do not exercise sufficient control over the field staff who collude with the junior staff in reporting false figures on hunger deaths, malnutrition and usage of toilets, leading to erosion of accountability. Not only do many welfare programmes such as NREGA, ICDS and PDS have design flaws, governance in India at the state and district levels is also quite weak, manifesting itself in poor service delivery, uncaring administration, corruption, and uncoordinated and wasteful public expenditure. Analysing the present Indian situation, the book suggests policy changes in all cross-cutting systemic issues such as the role of politicians, tenure, size and nature of Indian bureaucracy, accountability, monitoring of programmes and civil service reforms, which will transform individual competencies of IAS officers into better collective outcomes.

But their lives inspire because they are a vindication of certain lasting values that survive in every society and keep us connected with the unseen forces that govern us. In An Ordinary Life, former Election Commissioner of India Ashok Lavasa tells one such warm story. He weaves the experiences of his father, Udai Singh, into the narrative of a fast-changing India to show how his Bauji's principles served as a moral compass in his life - and can in ours too. Through a series of incidents, he explores the virtues of honest living and illustrates that it is possible to prosper in a world of rising aspirations and cut-throat competition while preserving one's ideals. Reflective and philosophical, An Ordinary Life is imbued with the grounded wisdom of an earlier Indian generation and its way of life, which is both ordinary and extraordinary, unique and universal at the same time
Download or read book International GAAP 2017 written by Ernst & Young LLP and published by John Wiley & Sons. This book was released on 2017-02-16 with total page 4677 pages. Available in PDF, EPUB and Kindle. Book excerpt: IFRSs, the standards set by the International Accounting Standards Board (IASB), are complex and sometimes obscure. Understanding their implications and applying them appropriately requires something special; and that is why International GAAP 2017 is the essential tool for anyone applying, auditing, interpreting, regulating, studying and teaching international financial reporting. It provides expert interpretation and practical guidance for busy professionals, and includes, in every chapter, detailed analysis of how complex financial reporting problems can be resolved appropriately and effectively. The International Financial Reporting Group of Ernst & Young includes financial reporting specialists from throughout the world. Complex technical accounting issues are explained clearly in a practical working context that enables immediate understanding of the point at issue. International GAAP 2017 is the only globally focused work on IFRSs. It is not constrained by any individual country’s legislation or financial reporting regulations, and it ensures an international consistency of approach unavailable elsewhere. It shows how difficult practical issues should be approached in the complex, global world of international financial reporting, where IFRSs have become the accepted financial reporting system in more than 100 countries. This integrated approach provides a unique level of authoritative material for anyone involved in preparing, interpreting or auditing company accounts, for regulators, academic researchers and for all students of accountancy. All aspects of the detailed requirements of IFRS are dealt with on a topic-by-topic basis. Each chapter of International GAAP 2017 deals with a key area of IFRS and has a common structure for ease of use: an introduction to the background issues; an explanation of relevant principles; a clear exposition of the requirements of IFRS; a discussion of the implications in practice and possible alternative solutions available; worked examples; extracts from real company accounts; a full listing of the required disclosures. "... an important part to play in the process of promoting consistent, comparable and high quality financial reporting under IFRS ... a book that not only provides an analysis of the requirements of the standards and the principles that they expound, but also presents a unique explanation of how the standards should be interpreted and applied in practice." —the Chairman of Trustees of the IASC Foundation "A standard reference work." —Financial Times "The definitive guide to financial reporting." —The Times
