Book excerpt: Essential infrastructures such as bridges are designed to provide a long-lasting and intergenerational functionality. In those cases, sustainability becomes of paramount importance when the infrastructure is exposed to aggressive environments, which can jeopardise their durability and lead to significant maintenance demands. The assessment of sustainability is however often complex and uncertain. The present study assesses the sustainability performance of 16 alternative designs of a concrete bridge deck in a coastal environment on the basis of a neutrosophic group analytic hierarchy process (AHP). The use of neutrosophic logic in the field of multi-criteria decision-making, as a generalisation of the widely used fuzzy logic, allows for a proper capture of the vagueness and uncertainties of the judgements emitted by the decision-makers. TOPSIS technique is then used to aggregate the different sustainability criteria. From the results, it is derived that only the simultaneous consideration of the economic, environmental and social life cycle impacts of a design shall lead to adequate sustainable designs. Choices made based on the optimality of a design in only some of the sustainability pillars will lead to erroneous conclusions. The use of concrete with silica fume has resulted in a sustainability performance of 46.3% better than conventional concrete designs.

One of the most adverse effects on environment can be observed in transportation area. Hence, in this paper, the impact of bridge maintenance on the environment is inquired in the bridge maintenance prioritization perspective. The aim of this paper is to rank the bridge maintenance projects using type-2 neutrosophic number (T2NN) based fuzzy WASPAS (Weighted Aggregated Sum Product Assessment) and TOPSIS (Technique For Order Preference By Similarity To An Ideal Solution) to test five alternative bridges, where a critical environmental criterion is introduced in this model, which addresses to additional CO2 emission because of truck detours in the event of a bridge closures. The applicability of the proposed model is demonstrated in a case study in Turkey. The evaluation findings show that the ranking results are robust and the CO2 emission criterion is found to be the dominant criterion in the multicriteria decision-making model proposed in this paper.

Book excerpt: High costs and traffic disruption associated with the deterioration of reinforced concrete bridge decks because of corrosion have sparked renewed interest in service life design. Reinforced concrete bridge decks are exposed to chlorides from deicing salts; when the chlorides reach the steel reinforcement, they initiate corrosion. This study supports the adoption of the methodology described in fib Bulletin 34, Model Code for Service Life Design, for reinforced concrete bridge decks in Virginia. Concrete mixture properties and environmental exposure conditions were characterized. Values particular to regions within Virginia and suggested default values were identified and organized in a database to support the development of service life design guidelines. The predicted service life for eight bridge decks using low-cracking concrete and corrosion-resistant reinforcement (VDOT Reinforcement Class I, MMFX, ASTM 1035) was evaluated. The service life model was also implemented in a life-cycle cost analysis for a case study bridge, which found superior reliability of corrosion-resistant reinforcement from a life-cycle perspective. In addition to supporting the implementation of service life design, several investigations identified key assumptions and variables in the service life model and identified critical areas for future characterization. The partial differential equation for apparent chloride diffusion was solved with both an approximate analytical approach and a numerical approach. Delays in the application of deicing salt were investigated using the numerical approach, and a ramp-type function for surface chloride concentration was explored using the analytical approach. Aging coefficients based on curing were also considered. A sensitivity analysis identified the aging coefficient and the surface chloride concentration as the most critical variables. The study concluded that sufficient data are available to implement the fib Model Code for Service Life Design, but that caution in interpreting results is warranted because of the high uncertainty associated with the most critical variables. According to the results of the service life analyses, the regional climatic variability and differences in mix design across Virginia indicate that a "one-size-fits-all" approach to bridge deck specifications may not be appropriate. The use of corrosion-resistant steel and low-cracking concrete mixtures can provide a substantial (greater than 100 years) bridge deck service life

Although SAW and AHP are recurrently used in the sustainable assessment of bridges, the analysis of the most recent articles show that the application of TOPSIS and PROMETHEE techniques are gaining increasing relevance for such purpose. Most of the studies focus on the research of the construction and the maintenance stage of bridges. However, a need for further analysis is identified when it comes to the assessment of the impacts resulting from the End of Life cycle stage of bridges from a sustainable point of view. The use of intuitionistic and neutrosophic logic have been detected as emerging alternatives to the fuzzy approach of decision making problems.

Book excerpt: Many bridges in this country have reached their intended service-life, and are deemed in need of maintenance, rehabilitation, and replacement services. A life cycle inventory collects relevant information about sustainability impacts that can be used to assess the effect of decisions on the economy, environment and society. Sustainability is important because it considers impacts that are externalized from traditional costing systems; so the impacts result in costs but bridge owners do not measure or pay those costs directly. Bridge management sustainability assessment can be thought of as impacting owners, road users, and the environment. As funding for bridge maintenance, rehabilitation, and replacement services dwindle there are greater incentives for sustainable decision making. The development of inventories that assist practitioners in exercising sustainable bridge management techniques are increasingly becoming relevant in bridge management systems (BMS). The bidding process for bridge repair projects illustrates how including sustainable assessment into decision-making can improve upon BMS. Typically, A+B bidding considers both owner costs per item (A) and the costs incurred to the road users as a result of the time to complete the project (B); monetary values are assigned to the time necessary to complete the project and the bidder with the lowest total costs (A+B) is rewarded. The manner at which time is costed is dependent on the agency and can consider road user and vehicle operating costs. However, during traditions construction operations. the costs incurred to society, specifically road users, through travel delays and increased vehicle operation costs are being disregarded. In addition, the environmental costs to human health from pollutant emissions are ignored. These impacts can be greater from specific maintenance, rehabilitation, and replacement service operations and differ from normal traffic patterns. By incorporating the costs incurred to users and the environment, both efficient and sustainable practices can be incentivized, therefore catalyzing contractors to further develop detailed and sustainable plans when bidding for and carrying out a project. For this study, we investigated various maintenance, rehabilitation and replacement actions that are pivotal to the structural health of a bridge. As a case study, the impacts of different deck expansion joint rehabilitation/replacement options measured sustainability impacts in the units of dollars. Thus, costs are associated with impacts incurred by the owner, user, and environment and are summed to provide a total cost to score the overall efficiency and sustainability of each option. Employing the A+B+C costing method, the options with the lowest cost prove to be the most efficient and sustainable. A full-depth replacement of an abutment expansion joint, on a particular bridge, was the primary focus of the case-study conducted. The joint's headers were fully removed as were the armoring and in-place sealant. Using the A+B+C costing method, the most sustainable joint maintenance program, for the particular abutment expansion joint, was determined for the bridge's remaining service life. It was found that the most cost effective joint maintenance program includes a full depth removal of the headers in 2015, and a partial depth replacement of the headers with Class A concrete in 2027. From these findings, the best option is an open compression seal implemented after the full depth replacement in 2015, and replacing the open compression seal with a strip seal in 2030. The lowest cost to the owner, users, and the environment for joint maintenance and replacement for the remaining life of the bridge is approximately $188,000.00. The most expensive joint maintenance program includes a full depth removal of the headers in 2015, and 7 partial depth replacement of the headers with elastomeric concrete; the headers replacement schedule would be supplemented with a new strip seal implemented in 2015 and open compressions seals implemented in 2030 and 2036. The most expensive option would cost approximately $285,000.00, approximately 52% more expensive than the optimized program. Within each program considered the owner costs ranged between 10-15% of the total costs, the societal costs ranged between 80-90% of the total costs while the environmental costs ranged between 2.6 and 2.7% of the total costs.

Book excerpt: Bridge deck deterioration in the northern Midwest creates significant costs to state Departments of Transportation (DOT's) in the region. The fundamental cause of the problem is low tensile strength and water permeable reinforced concrete resulting in deck cracking and ultimately reinforcing bar corrosion. Portland Cement Polymer Concrete (PCPC) combined with a design approach tailored to its advantages could virtually eliminate early deck deterioration and the associated costs providing an alternative asset management path for bridge decks. Bridge decks would no longer have to be removed from their substructure every fifteen years and replaced. The results would be higher quality, longer lasting bridge decks with lower life cycle costs. This project will demonstrate the feasibility and methodology of such a strategy. This project will develop a strategy that combines innovative concrete materials, novel design and cost analysis that enhances the longevity and reduces the life cycle cost of highway bridge decks. The project is expected to show significant life-cycle cost advantages to using a high performance bridge deck material.
