The Delaware Authority for Regional Transit (DART) has also planned to add a significant number of alternative-fuel buses to its current transit fleet. This study has been defined to assist the DART administration to make an optimal decision in this regard. The information used in this study was gathered from the latest scientific and practical reports published by Federal Transit Administration (FTA), Transit Cooperative Research Program (TCRP), National Renewable Energy Laboratory (NREL), and the United States Environmental Protection Agency (EPA). It also combined with the knowledge that the author gained from two major recent conferences related to public transportation; 1) BusCon 2009 in Chicago, Illinois, and 2) APTA annual meeting 2009 in Orlando, FL.

As a volume of the LCA compendium, the book is structured according to the LCIA framework developed by the International Organisation for Standardisation (ISO)passing through the phases of definition or selection of impact categories, category indicators and characterisation models (Classification): calculation of category indicator results (Characterisation); calculating the magnitude of category indicator results relative to reference information (Normalisation); and converting indicator results of different impact categories by using numerical factors based on value-choices (Weighting). Chapter one offers a historical overview of the development of life cycle impact assessment and presents the boundary conditions and the general principles and constraints of characterisation modelling in LCA. The second chapter outlines the considerations underlying the selection of impact categories and the classification or assignment of inventory flows into these categories. Chapters three through thirteen exploreall the impact categories that are commonly included in LCIA, discussing the characteristics of each followed by a review of midpoint and endpoint characterisation methods, metrics, uncertainties and new developments, and a discussion of research needs. The thinking on environment and sustainability is, however, quickly evolving so that it is already clear now that this new LCA Handbook does not embrace the very latest developments. Therefore, further revisions will have to take place in the future. A major advantage of this Handbook is that it now also advises which procedures should be followed to achieve adequate, relevant and accepted results. Furthermore, the distinction between detailed and simplified LCA makes this Handbook more broadly applicable, while guidance is provided as to which additional information can be relevant for specialised applications.

However, as anyone who has done an environmental life cycle assessment knows, existing tools have many problems: data is difficult to assemble and life cycle studies take months of effort. A truly comprehensive analysis is prohibitive, so analysts are often forced to simply ignore many facets of life cycle impacts. But the focus on one aspect of a product or service can result in misleading indications if that aspect is benign while other aspects pollute or are otherwise unsustainable. This book summarizes the EIO-LCA method, explains its use in relation to other life cycle assessment models, and provides sample applications and extensions of the model into novel areas. A final chapter explains the free, easy-to-use software tool available on a companion website. (www.eiolca.net) The software tool provides a wealth of data, summarizing the current U.S. economy in 500 sectors with information on energy and materials use, pollution and greenhouse gas discharges, and other attributes like associated occupational deaths and injuries. The joint project of twelve faculty members and over 20 students working together over the past ten years at the Green Design Institute of Carnegie Mellon University, the EIO-LCA has been applied to a wide range of products and services. It will prove useful for research, industry, and in economics, engineering, or interdisciplinary classes in green design.

The guidelines and the accompanying LCC model resulted from the gathering of site data coupled with a comprehensive review of both capital requirements and operating costs of hybrid-electric buses in comparison with those powered by traditional diesel engines. Information grew out of a sound, engineering-based, independent technical evaluation of the costs, performance, and reliability of hybrid-electric transit bus technology in actual service. The LCC model, contained on the accompanying CD-ROM (CRP-CD-71), allows the user to compare the total life cycle costs across several cost categories for up to 6 different "purchase scenarios." These scenarios let the user decide when the purchases will be made, the types of buses to be compared, the work load of the buses, and many other cost inputs in determining benefits and costs associated with alternative purchasing strategies.

Book excerpt: Technologies and Approaches to Reducing the Fuel Consumption of Medium- and Heavy-Duty Vehicles evaluates various technologies and methods that could improve the fuel economy of medium- and heavy-duty vehicles, such as tractor-trailers, transit buses, and work trucks. The book also recommends approaches that federal agencies could use to regulate these vehicles' fuel consumption. Currently there are no fuel consumption standards for such vehicles, which account for about 26 percent of the transportation fuel used in the U.S. The miles-per-gallon measure used to regulate the fuel economy of passenger cars. is not appropriate for medium- and heavy-duty vehicles, which are designed above all to carry loads efficiently. Instead, any regulation of medium- and heavy-duty vehicles should use a metric that reflects the efficiency with which a vehicle moves goods or passengers, such as gallons per ton-mile, a unit that reflects the amount of fuel a vehicle would use to carry a ton of goods one mile. This is called load-specific fuel consumption (LSFC). The book estimates the improvements that various technologies could achieve over the next decade in seven vehicle types. For example, using advanced diesel engines in tractor-trailers could lower their fuel consumption by up to 20 percent by 2020, and improved aerodynamics could yield an 11 percent reduction. Hybrid powertrains could lower the fuel consumption of vehicles that stop frequently, such as garbage trucks and transit buses, by as much 35 percent in the same time frame.

Book excerpt: The increasing trend in Greenhouse Gas (GHG) emission around the globe has been of broad and current interest for the past few decades. In the state of Connecticut, transportation is the largest contributor of GHG emission at about 42% of the total emission of 36.5 Million Metric Tons of CO2 equivalent. Although buses comprise less than 1% of the total transportation emissions in the country, transit agencies are trying to reduce their carbon footprint by adopting alternative fuel technology buses. The overarching objective of this thesis is to aid transit agencies make more informed decisions regarding the process of replacing the diesel fleet with alternative technology buses to minimize GHG emissions. This study investigates the complete course of fleet replacement in a more realistic way incorporating various scenario analysis. The first part of this research provides a user-friendly approach for a transit agency to document and analyze their current GHG emission footprint from both buses and facilities. The following part of the thesis analyzes the impact of introducing alternative fuel buses into an existing bus fleet on carbon footprint. It also includes life-cycle cost (LCC) analysis of those fleet replacement strategies. As a part of this study, a Python-based web tool was created to let the users (transit agencies) control for the input values, run multiple scenario analysis, and compare results. The final part of this thesis optimizes the fleet replacement schedule by minimizing the LCC of owning and operating a fleet of buses and required infrastructures and reducing GHG emission simultaneously. In all these studies, data from Connecticut Department of Transportation was used as a case study. The problems formulated and tools built in this thesis can help any transit and government agencies determine the most optimized solution to their fleet replacement problem under customizable constraints or desired set of outcomes.

Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.
