Book excerpt: In September 2003, the United Nations (UN) authorized a 15,OOO member United Nations peacekeeping force to intervene in Liberia to stop the fighting, restore law and order, establish a peaceful society, and a democratic government. Prior to that, the Economic Community of West African States (ECOWAS) had been the primary organization monitoring and negotiating peace in Liberia. Unfortunately, and despite oversight from the international community, the ECOWAS's efforts to end the war failed and the fighting and lawlessness escalated. Now in 2004, the United Nations mission in Liberia (UNMIL) is actively engaged in peacekeeping and security operations in the country. The UN mission is authorized for 12 months, but the global war on terrorism and other competing requirements may prevent countries from committing forces up to, or beyond the 12 month UN resolution. UNMIL must therefore ensure ECOWAS is soundly integrated into the current security and nation building efforts. ECOWAS and the new Liberian government, once established, must be capable of exploiting the UNMlL's success with peace enforcement, security, and stability. ECOWAS's long term involvement in regional security, rule of law and nation building offers the people of Liberia the best chance for stability in their country and in the region.

There is no doubt the country has made significant progress during Johnson-Sirleaf's presidency, especially in security sector reform, social development, infrastructure rehabilitation and growth-stimulating foreign direct investment in the tiny economy. The president's popularity in the West contrasts markedly with many Liberians' frustration, fed by failed or weak anti-corruption, decentralisation and national reconciliation campaigns, that democracy has benefited some more than others. Since the end of the civil war, the focus has been on security, through the creation from the ground up of a new army and police force under the supervision of, respectively, the U.S. and UN. The most serious threats to security, however, are the persistence of mercenary activities and arms proliferation. Any investment that seeks to protect the gains made over the last six years should have as its objective, beyond the current round of elections, a political transformation leading to the emergence of a new generation of leaders at local and national levels, removed from the culture of violence and corruption.

The United States has provided a leadership role in focusing attention on this war battered country. While Liberians and observers acknowledge this attention, questions about concrete commitment to aid remain. The signing of a peace agreement in August 2003, the installation of a transitional government, and a donors' conference held in February 2004 all seemed to point to a window of opportunity for Liberia. Organized by the United Nations (UN), the United States and the World Bank, the donor's conference was intended to pledge funds and create an action plan for Liberia's reconstruction. A UN-World Bank needs assessment estimated that Liberia would need $488 million for reconstruction over two years. Pledges from the donor's conference topped that amount, totaling $520 million, including $200 million from the United States. Clearly the onus is on Liberians to seize this opportunity for a new beginning, even though the donor community will be a partner in this process. A successful recovery effort is bound to draw on lessons from previous experiences within Liberia and throughout the continent.

Book excerpt: Liberia was decimated by 25 years of gross economic mismanagement and 14 years of brutal civil war. GDP fell by over 90% in less than two decades, one of the largest economic collapses in the world since World War II. This paper explores the challenges in reinvigorating rapid, inclusive, and sustained economic growth in the post-war environment. It stresses the importance of not just re-igniting growth, but rebuilding the economy in a way that avoids the substantial income concentration of the past and creates significant economic opportunities to groups that were marginalized and excluded in the past. It examines the new government's progress so far, including the major steps it has taken in its first 18 months and the unique way that it has organized government-donor relations. The paper traces the extent of Liberia's collapse compared to other African countries, and examines the patterns of post-conflict recovery in several other African cases as a basis for examining the potential for renewed growth in Liberia. It suggests that Liberia's recovery is likely to proceed in three phases (i) an immediate phase driven by donor flows and a rebound in urban services, (ii) the renewal of traditional natural resource-based activities, and (iii) medium-term development of downstream processed products, other manufactures, and services that can compete on global markets. The paper argues that the single highest priority for the economy is rebuilding infrastructure, and especially roads, which are crucial to nearly every aspect of Liberia's recovery: maintaining security, connecting farmers to markets, creating jobs, opening concession areas, reducing costs for manufacturing, and effectively delivering basic health and education services. Financing road construction is a major challenge, however, since most donors provide relatively little financing for roads compared to other activities. Other key issues are effectively managing natural resource production in order to gain the key benefits and avoid some problems that other countries have faced, improve the business climate, and invest in education and training programs to improve the skills of Liberian workers over time.
