Book excerpt: "This paper employs a 52-sector, small, open-economy computable general equilibrium model of the Tanzanian economy to assess the impact of the liberalization of regulatory barriers against foreign and domestic business service providers in Tanzania. The model incorporates productivity effects in both goods and services markets endogenously, through a Dixit-Stiglitz framework. It summarizes policy notes on the key business service sectors that were prepared for this work, and estimates the ad valorem equivalent of barriers to foreign direct investment based on these policy notes and detailed questionnaires completed by specialists in Tanzania. The authors estimate that Tanzania will gain about 5.3 percent of the value of Tanzanian consumption in the medium run (or about 4.8 percent of gross domestic product) from a full reform package that also includes uniform tariffs. The estimated gains increase to about 16 percent of consumption in the long-run, steady-state model, where the impact on the accumulation of capital from an improvement in the productivity of capital is taken into account. Decomposition exercises reveal that the largest gains to Tanzania will derive from liberalization of costly regulatory barriers that are non-discriminatory in their impacts between Tanzanian and multinational service providers. Trade barriers, such as export restrictions on stable food crops, are commonly used by developing countries in times of crisis. Surges in international food prices raise the real incomes of the farmers selling food while hurting the net food consumers. Trade restrictions may stabilise the domestic availability and price of food for net consumers in the short run. However, the question remains how liberalisation after a long period of ad-hoc export restriction influences rural producers. This working paper examines the effects of lifting a maize export ban on farmers' food security and market behaviour in Tanzania. Using data from the National Panel Surveys over multiple waves, the study employs a difference-in-difference methodology to analyse the association at the household and district level. The results suggests that farmers who sold maize under the ban reduced their maize production and shifted to other stable crops, becoming less commercialised and disconnected from the market after liberalisation. A borderline significant negative association on household-level dietary diversity and quality is observed in regards to food security.

The chapters focus on ways in which: pre-socialist economic, political, and cultural forms in fact endured an era of socialism and have found new life in the post-socialist present, notwithstanding revolutionary socialist claims; continuities with a pre-socialist past have been produced within the historical imaginary of post-socialism; and socialist economic, political, and cultural forms have in fact endured in a purportedly post-socialist era, despite the claims of neo-liberal reformers. Harry West is a lecturer in Social Anthropology at the School of Oriental and African Studies (SOAS). His has conducted research in the northern district of Mueda in Mozambique, where nationalist guerrillas based themselves during the anti-colonial war (1964-1974). As part of his project, he has studied how various social groups experienced, and coped with, violence during and after the war for independence. He has also taken interest in how colonialism and revolutionary socialism reconfigured the institutions of local authority, and, more recently, how post-socialist reforms have fostered a "revival of tradition" in rural Mozambique. Parvathi Raman is a lecturer in Social Anthropology in the School of Oriental and African Studies (SOAS). She has conducted research in South Africa on the role of Indians in the South African Communist Party and has written about the changing character of the socialist imagination in the twentieth century. She also works on the politics of diaspora, and multiculturalism and the neo-liberal state.

It uses the New Institutional Economics framework to empirically analyze the role of a specific market institution, that of brokers acting as intermediaries to match traders in the Ethiopian grain market in reducing the transaction costs of search faced by traders. Brokers play a key role in facilitating exchange in a weak marketing environment where limited public market information, the lack of grain standardization, oral contracts, and weak legal enforcement of contracts increase the risk of contract failure. Relying on primary data, it analyzes traders' microeconomic behavior, social capital, the nature and extent of their transaction costs, and the norms and rules governing the relationship between brokers and traders.The study uses an innovative approach to quantify the costs of search and demonstrates that the brokerage institution is economically efficient both for individual traders and for global economic welfare.

Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the regions economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961 1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. The contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. The book is dedicated to the youth of Tanzania.

As African policy makers try to keep pace with new developments in private food trade, they require knowledge of the structures of private trade systems and the factors that govern their long-term development. The study analyses the structure and development of horticultural marketing channels in Kenya. It is based primarily on surveys of some 500 farmers in four districts and 750 horticultural traders in 18 market places. Commercial horticultural farmers, domestic traders, export traders, agents, facilitators, marketing cooperatives and processors are all reviewed. The study devotes special attention to the efficiency of collecting wholesalers, and to the development of rural assembly markets. It develops a model which can elucidate vertical differentiation processes in the Kenyan horticultural channels. The analyses show that marketing channel theory can be of great relevance to the developing world. The proposed vertical differentiation model can aid in predicting future changes in horticultural marketing systems, in Kenya as well as in other African countries.
