Book excerpt: A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. It has been the conscience of a global movement for liberty for 80 years. This edition, from the Mises Institute, features a new foreword by Thomas Woods. It first appeared in 1927, as a followup to both his devastating 1922 book showing that socialism would fail, and his 1926 book on interventionism. It was written to address the burning question: if not socialism, and if not fascism or interventionism, what form of social arrangements are most conducive to human flourishing? Mises's answer is summed up in the title, by which he meant classical liberalism. Mises did more than restate classical doctrine. He gave a thoroughly modern defense of freedom, one that corrected the errors of the old liberal school by rooting the idea of liberty in the institution of private property (a subject on which the classical school was sometimes unclear). Here is the grand contribution of this volume. "The program of liberalism, therefore, if condensed into a single word, would have to read: property, that is, private ownership of the means of production... All the other demands of liberalism result from this fundamental demand." But there are other insights too. He shows that political decentralization and secession are the best means to peace and political liberty. As for religion, he recommends the complete separation of church and state. On immigration, he favors the freedom of movement. On culture, he praised the political virtue of tolerance. On education: state involvement must end, and completely. He deals frankly with the nationalities problem, and provides a stirring defense of rationalism as the essential foundation of liberal political order. He discusses political strategy, and the relationship of liberalism to special-interest politics. In some ways, this is the most political of Mises's treatises, and also one of the most inspiring books ever written on the idea of liberty. It remains the book that can set the world on fire for freedom, which is probably why it has been translated into more than a dozen languages.

The Tribune was also a locus of social democratic thought that closely matched the ideology of Greeley, its founder and editor, who was a noted figure in politics and reform movements. Adam Tuchinsky's book recalls an earlier style of opinion media, with "participant editors" acting not unlike today's Internet journalists--professionals and amateurs alike--who digest the news and also shape it. It will appeal to all readers interested in the history of the media and its relationship to partisan politics. During its Greeley era, the Tribune was simultaneously an influential voice in the Whig and Republican parties and a vigorous advocate of socialism. Historians and biographers have struggled to reconcile these seemingly contradictory tendencies. Tuchinsky's history of the Tribune, by placing the newspaper and its ideology squarely within the political, economic, and intellectual climate of Civil War-era America, illustrates the connection between socialist reform and mainstream political thought. It was democratic socialism--favoring free labor, and bridging the divide between individualism and collectivism--that allowed Greeley's Tribune to forge a coalition of such disparate elements as the old Whigs, new Free Soil men, labor, and staunch abolitionists. Indeed, even in 1860, proslavery ideologue George Fitzhugh referred to socialism as Greeley's "lost book"--The overlooked but crucial source of the Tribune's and, by extension, the Republican Party's antagonism toward slavery and its more general free labor ideology. Tuchinsky brings forth this lost history and demonstrates that, amid the sectional crisis and the battle over slavery, Greeley and the Tribune promoted a viable form of democratic socialism that formed one foundation of modern liberalism in America.
