II présida les groupes d'experts juridiques mis en place lors des CIG de 2003-2004 et de 2007. Cet ouvrage se compose de 26 contributions d'amis, collègues et confrères des mondes juridiques, diplomatiques, académiques et journalistiques au confluent desquels Jean-Claude Piris s'est trouvé.
