Book excerpt: Libby Reservoir was created under an International Columbia River Treaty between the United States and Canada for cooperative water development of the Columbia River Basin (Columbia River Treaty 1964). Libby Reservoir inundated 109 stream miles of the mainstem Kootenai River in the United States and Canada, and 40 miles of tributary streams in the U.S. that provided habitat for spawning, juvenile rearing, and migratory passage (Figure 1). The authorized purpose of the dam is to provide power (91.5%), flood control (8.3%), and navigation and other benefits (0.2%; Storm et al. 1982). The Pacific Northwest Power Act of 1980 recognized possible conflicts stemming from hydroelectric projects in the northwest and directed Bonneville Power Administration to 'protect, mitigate, and enhance fish and wildlife to the extent affected by the development and operation of any hydroelectric project of the Columbia River and its tributaries' (4(h)(10)(A)). Under the Act, the Northwest Power Planning Council was created and recommendations for a comprehensive fish and wildlife program were solicited from the region's federal, state, and tribal fish and wildlife agencies. Among Montana's recommendations was the proposal that research be initiated to quantify acceptable seasonal minimum pool elevations to maintain or enhance the existing fisheries (Graham et al. 1982). Research to determine how operations of Libby Dam affect the reservoir and river fishery and to suggest ways to lessen these effects began in May 1983. The framework for the Libby Reservoir Model (LRMOD) was completed in 1989. Development of Integrated Rule Curves (IRCs) for Libby Dam operation was completed in 1996 (Marotz et al. 1996). The Libby Reservoir Model and the IRCs continue to be refined (Marotz et al 1999). Initiation of mitigation projects such as lake rehabilitation and stream restoration began in 1996. The primary focus of the Libby Mitigation project now is to restore the fisheries and fish habitat in basin streams and lakes. 'Mitigation for the Construction and Operation of Libby Dam' is part of the Northwest Power and Conservation Council's (NPCC) resident fish and wildlife program. The program was mandated by the Northwest Planning Act of 1980, and is responsible for mitigating damages to fish and wildlife caused by hydroelectric development in the Columbia River Basin. The objective of Phase I of the project (1983 through 1987) was to maintain or enhance the Libby Reservoir fishery by quantifying seasonal water levels and developing ecologically sound operational guidelines. The objective of Phase II of the project (1988 through 1996) was to determine the biological effects of reservoir operations combined with biotic changes associated with an aging reservoir. The objectives of Phase III of the project (1996 through present) are to implement habitat enhancement measures to mitigate for dam effects, to provide data for implementation of operational strategies that benefit resident fish, monitor reservoir and river conditions, and monitor mitigation projects for effectiveness. This project completes urgent and high priority mitigation actions as directed by the Kootenai Subbasin Plan.

The global financial crisis that began in 2008 compounded the burden of high food prices, exacerbating the problems of hunger and malnutrition in developing countries. The tandem food price and economic crises struck amidst the massive, chronic problem of hunger and undernutrition in developing countries. National governments and international actors have taken a variety of steps to mitigate the negative effects of increased food prices on particular groups. The recent abrupt increase in food prices, in tandem with the current global economic crisis, threatens progress already made in these areas, and could inhibit future efforts. The Institute of Medicine held a workshop, summarized in this volume, to describe the dynamic technological, agricultural, and economic issues contributing to the food price increases of 2007 and 2008 and their impacts on health and nutrition in resource-poor regions. The compounding effects of the current global economic downturn on nutrition motivated additional discussions on these dual crises, their impacts on the nutritional status of vulnerable populations, and opportunities to mitigate their negative nutritional effects.
