Book excerpt: The Liaison Committee is made up of the chairmen of the 18 individual House select committees (which correspond to the various government departments), as well as those dealing with cross-departmental matters such as environmental audit, human rights, public accounts, public administration and regulatory reform. Its role is to consider general matters relating to the work of select committees and their scrutiny of government, including working practices, activities and resources. This report covers the period from May 2005 to early 2007, and issues discussed include: the different sorts of investigative committee work which now make up the central scrutiny agenda; ways in which committees have been developing their working methods, most notably to connect more directly with the public through webfora or via the media; financial and post-legislative scrutiny. Overall, the report finds that the annual scrutiny output remains impressive, currently up to 150 reports with more than 500 evidence session, and the work of select committees ensures that Parliament is more active in watching and challenging what Government is doing.

As a result, the Science and Technology Select Committee will be dissolved and replaced by a new Innovation, Universities and Skills Select Committee at the beginning of the next session of Parliament. This Report explains the role that the Science and Technology Committee has played within Parliament and the science community. It outlines the Committee's innovations, its impact and concerns regarding future science scrutiny in the House of Commons. It concludes that, in the long term, a separate Science and Technology Committee is the only way to guarantee a permanent focus on science across Government within the select committee system and recommends that the House be given an opportunity to revisit this issue.

The purpose of scrutiny is to make the government's financial decisions transparent, to give those outside Parliament opportunity to comment, to have the opportunity to influence the Government's financial decisions and to hold the Government, departments and other public bodies to account. The complexity of the Government's financial system is a major problem. There are: departmental budgets determined in spending reviews; estimates; and resource accounts. Complicated reconciliations are needed to relate one to another. The Treasury has started an Alignment Project which should improve consistency and continuity between these three types of document. Parliament is not receiving the information required for effective scrutiny. Financial reporting to Parliament should: include the information that departmental managers use to monitor performance, rather than just financial control and audit information; enable an overall view of planned expenditure; highlight the information which is significant; relate the information to objectives and to what is achieved by spending the money; identify key risks; use graphs; be provided in good time; use plain English; and enable as assessment of the quality of financial management. The Committee makes specific proposals based on these principles. Select committees and the House should, together, engage with financial issues before the Government makes decisions. The House should take back the right to debate and vote on individual government programmes or items of expenditure, and more than three days a year (the current allotment) should be made available for this purpose.

Book excerpt: The Committee's report finds that the Government's plans for a major house-building programme are based on the widespread belief that increasing the volume of housing stock is the most important way to tackle the crisis of unaffordable housing in the UK; however, as housing policy is increasingly based on household growth projections, it is important that these projections are kept under review as firmer information becomes available. Promoting homeownership is an underlying objective of the Government's programme, but although it offers unparalleled opportunities for some households to accumulate wealth, it is not a viable option for many others, and therefore the provision of social housing for rent should be given equal priority. A simple supply and demand model cannot be applied to the housing market, and the multitude of factors affecting house prices means that it is very difficult to support an increase in housing supply simply on the basis of improving affordability. The report also highlights concerns that local authority powers to prioritise developments on brown field sites in urban areas should not be eroded; and that the house-building programme in the wider South East will have to be carefully managed as it is an area with major water shortages and significant flood plains.
