Book excerpt: This book explores the evolution of Spanish feminism in the context of European feminisms and institutions from the 1960s to recent times. Beginning with Sección Femenina, the official Francoist women's organization, Feminism, National Identity and European Integration in Modern Spain traces the interplay between Spanish women's policy and international policymaking. In some cases, as with the Sección Femenina-championed Law of Political Rights (Ley de Derechos) in 1961, Spanish women's policy at least appeared more progressive than what Western democracies offered – notable at a time when Spain was considered backward. After Franco's death in 1975, Spain's democratic transition seemingly consolidated forward-thinking women's policy with a Constitution that guaranteed equality of the sexes in 1978, and with the creation of a national bureau charged with crafting women's policy, the Instituto de la Mujer (Women's Institute), in 1983. Yet feminists found themselves marginalized in Spanish political decision-making, as Kathryn L. Mahaney argues so successfully in this study. Mahaney reveals that women ultimately influenced domestic policy not by acting within national networks but by leveraging European connections, particularly after Spain joined the European Economic Community (EEC) in 1986. The book shows that Spanish feminists worked through the EEC to gain international approval of policies that had met domestic opposition, and did so by representing them as necessary litmus tests of nations' democratic integrity. Their proposals were shaped by the specific context of Spanish feminism, but also by Spanish debates about what rights democracies should grant women and what equality in a post-fascist nation should encompass. This ground-breaking study explains that, in turn, these processes shaped both Spain's and the European Union's much-prized self-identities as democratic communities.

Book excerpt: Few would have imagined the developments and the extent of reforms that occurred under Spanish Prime Minister José Luis Rodríguez Zapatero between 2004 and 2008. Under Zapatero, Spain rapidly withdrew Spanish troops from Iraq, held a very public political debate on the Spanish Civil War and the Franco dictatorship, passed very progressive social legislation that included gay marriage and adoption as well as a sweeping gender equality act, and expanded autonomy in six of Spain’s 17 regions. It has become quite common to refer to some or all of these developments as a ‘second transition’ that alters or revisits policies, institutional arrangements and political strategies that were established during Spain’s transition to democracy. This book analyzes the patterns of continuity and change and provides a nuanced, critical evaluation of the concept of a ‘second transition’. Three broad questions are addressed. First, to what degree do the developments under Zapatero’s Socialist government represent a departure from prior patterns of Spanish politics? Second, what accounts for the continuities and departures? Finally, the project begins to assess the implications of these developments. Are there lasting effects, for example, on political participation, electoral alignments, interparty and inter-regional relations more broadly? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. This important exploration raises relevant new questions regarding the representation of gender that form valuable contributions to the fields of political science, political theory, sociology, and gender studies.

Gendered or sexualized discourses are unstable constructions, in permanent transition, in a perpetual struggle to gain social legitimacy and to counter the workings of opposite discourses. They constitute privileged vantage points from which one can observe and judge power relationships. New identities are created and reproduced, refused and challenged. This volume explores, among other issues, the perpetuation of hegemonic masculinity in Evangelical universities; the pharmaceutical industry’s promotion of biometaphors involving a shopping strategy which revolves around compulsory heterosexuality; the perpetuation of Greek-Cypriot men’s sexual superiority over women; the Catholic Church's attempt to impose a restrictive view of religion and of sexual ethics; the consolidation of American TV shopping channels as a setting where middle-class femininity and consumption are linked stereotypically; the negotiation of gender- and sex-related norms in groups of British Bangladeshi girls. Even heterosexuality, as the unmarked form of sexual identity and the primary site for the reproduction of gender difference, needs to reassert its normative and prescriptive status, maybe through the silent workings of tradition. By suggesting the concept of transition, we resist seeing the idea of identity as a fixed and definitive category. Gender and sexual identities are never at rest. One is never finished developing into a woman or a man, or any other gender/sexual identity. Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales. They stress the links between environmental sustainability and gender-sensitive urban development. The book concludes by putting forward an outlook for future action.

This has made possible a bioethical reflection which is not understood as abstract normative principles but linked to the practices and lived experience. Divided into three parts, this edited volume presents original and insightful research on STG from feminist epistemologies. The first part addresses fundamental theoretical questions that feminist epistemologies raise; and how they confront complex social problems, such as gender-based violence. The second part deals with research practices or processes, explicitly showing the relationship between science and policy. Finally, the third part presents some case studies that show the multidimensionality of the problems and the depth and richness of these analyses. The contributions included in the volume present original and in-depth research on local case studies within Spain. Not only challenging the hegemonic and global perspectives on different issues, this volume also opens up and enables discussion of these global narratives. The now twenty-one countries where lesbians and gay men can legally marry include recent or longstanding democracies, republics and parliamentary monarchies, and unitary and federal states. They all reflect different positions with respect to religion and the cultural foundations of the nation. Countries opposed to such legalization, and those having taken measures in recent years to legally reinforce the heterosexual fundaments of marriage, present a similar diversity. This diversity, in a globalized context where the idea of same-sex marriage has become integral to claims for LGBTI equality and indeed LGBTI human rights, gives rise to the following question: which factors contribute to institutionalizing same-sex marriage? The analytical framework used for exploring these factors in this book is neo-institutionalism. Through three neo-institutionalist lenses—historical, sociological and discursive—contributors investigate two aspects of the processes of adoption or opposition of equal recognition of same-sex partnerships. Firstly, they reveal how claims by LGBTIQ movements are being framed politically and brought to parliamentary politics. Secondly, they explore the ways in which same-sex marriage becomes institutionalized (or resisted) through legal and societal norms and practices. Although it adopts neo-institutionalism as its main theoretical framework, the book incorporates a broad range of perspectives, including scholarship on social movements, LGBTI rights, heterosexuality and social norms, and gender and politics.
