Booth exposes five dogmas of modernism that have too often inhibited efforts to answer these questions. Modern dogmas teach that "you cannot reason about values" and that "the job of thought is to doubt whatever can be doubted," and they leave those who accept them crippled in their efforts to think and talk together about whatever concerns them most. They have willed upon us a "befouled rhetorical climate" in which people are driven to two self-destructive extremes—defenders of reason becoming confined to ever narrower notions of logical or experimental proof and defenders of "values" becoming more and more irresponsible in trying to defend the heart, the gut, or the gonads. Booth traces the consequences of modernist assumptions through a wide range of inquiry and action: in politics, art, music, literature, and in personal efforts to find "identity" or a "self." In casting doubt on systematic doubt, the author finds that the dogmas are being questioned in almost every modern discipline. Suggesting that they be replaced with a rhetoric of "systematic assent," Booth discovers a vast, neglected reservoir of "good reasons"—many of them known to classical students of rhetoric, some still to be explored. These "good reasons" are here restored to intellectual respectability, suggesting the possibility of widespread new inquiry, in all fields, into the question, "When should I change my mind?"

Book excerpt: While working in Africa, anthropologist Julien Bonhomme encountered an astonishing phenomenon: people being accused of stealing or shrinking the genitals of strangers on the simple occasion of a handshake on the street. As he soon discovered, these accusations can have dramatic outcomes: the "sex thieves" are often targeted by large crowds and publicly lynched. Moreover, such rumors are an extremely widespread practice, having affected almost half of the African continent since the 1970s. In this book, Bonhomme examines the story of the "penis snatcher," asking larger questions about how to account for such a phenomenon--unique in its spatial and temporal scale--without falling prey to the cliché of Africa as an exotic other. Bonhomme argues that the public belief in sex thieves cannot be considered a superstition or form of mass hysteria. Rather, he brings to light multiple factors that explain the rumor's success and shows how the cultural dynamic can operate on a vast scale. Analyzing the rumor on both transnational and local levels, he demonstrates how it arises from the ambiguities and dangers of anonymity, and thus that it reveals an occult flipside to everyday social interaction. Altogether, this book provides both richly ethnographic and theoretical understandings of urban sociality and the dynamics of human communication in contemporary Africa and beyond.

The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

This publication follows up on a Heritage and Water conference in Amsterdam, the first of its kind. Its main purpose is to credibly present the importance and value of heritage and historical experience for water and sustainable development, and vice versa, present the importance of water management for the protection of heritage. It is often too readily assumed that a hundred years ago all leading thinkers as weil as the educated public were addicted to the cult of progress and ignored or minimized those trends of their times that paved the way for the catastrophes of the twentieth century. In the nineteenth century the intoxicating triumphs of modern science undeniably induced the general public to believe that pro gress was not an accident but a necessity and that evil and immo rality would gradually disappear. Yet fears, misgivings, and anxieties were not as exceptional in the nineteenth century as is often imagined. Such feelings were not restricted to a few dissenting philosophers and poets like Schopenhauer, Kierkegaard, 'Dostoevsky, Baudelaire, and Nietzsche.
