Einleitung Wer sich mit den Begriffen der Internationalen Beziehungen und deren Akteuren und Strukturen beschäftigt wird feststellen, dass es eine fast undurchdringliche Fülle von Definitionen gibt. Das liegt zum einen daran, dass noch keine einheitlichen Definitionen unter den Wissenschaftlern gefunden wurden, was an der Komplexität der Internationalen Beziehungen und dem Internationalen System auch scheitern dürfte. Zum anderen wird der Begriff "International Relations" teilweise für Internationale Politik und Beziehungen undifferenziert behandelt, was nicht zur Erleichterung des Problems beiträgt.1 Um dem Problem der Begriffsdefinitionen von internationaler Politik und internationalen Beziehungen annäherungsweise gerecht zu werden, sollten zwei Definitionen herausgegriffen und untersucht werden. Ferner wird analysiert, welche Unterschiede und Differenzen bei beiden Beispielen auftreten. Ebenso werden Gemeinsamkeiten dargestellt, so dass ein unmittelbarer Vergleich möglich ist. Daraus resultieren zwei Fragen: Gibt es einen Grundkonsens bei der Definition der Internationalen Beziehungen und wo liegen die Unterschiede?
