Book excerpt: The U.S. Army's Asymmetric Warfare Group (AWG) requested that the RAND Corporation conduct a study on how to leverage observations from Security Force Assistance (SFA) efforts in Afghanistan for global operations. Researchers interviewed 67 advisors and SFA practitioners at the tactical and operational levels to collect their firsthand insights into SFA. Interviewees included members of security force assistance teams and Special Forces Operational Detachments-Alpha, senior leadership at the brigade level, and AWG Operational Advisers. The enduring nature of most of these challenges suggests that solutions still remain uncertain. Future SFA missions, such as those envisioned for the Army's Regionally Aligned Forces, can benefit from the experience gained from SFA in Afghanistan as captured in this report. These lessons need to be incorporated both at the institutional level and by individual SFA advisers.

Since September 11, 2001 (9/11), the United States has been challenged to accomplish key national security goals due to a lack of capability and capacity to effectively advise, utilize, and partner with foreign security forces. To meet this challenge, this Letort Paper recommends the creation of a new organization as a means of overcoming current bureaucratic impediments and providing a coherent focus on SFA challenges. Previous U.S. advisory experience with similar requirements did not result in institutionalized capabilities that would have forestalled major problems. Instead, U.S. SFA efforts have been largely ad hoc ventures. The United States should have had expertise, plans, authorities, and organizational solutions readily at hand to address the full range of partnership activities when the inevitable crises arose. The Department of Defense (DoD) must act now to avoid future SFA difficulties and to ensure that it does not squander the hard-won lessons of recent experience. DoD is long overdue for a comprehensive approach to SFA that supports Geographic Combatant Commanders' (GCC) Theater Campaign Plans (TCP) and contingency operations in a manner that integrates U.S. military assistance activities from ministerial through tactical levels, while providing strong links to complementary interagency and multinational activities. This paper offers recommendations that build upon recent initiatives within DoD to create a comprehensive approach to improve U.S. SFA. At the heart of our recommendations is a DoD-level organizational approach to effectively institutionalize SFA activities and facilitate interagency and multinational unity of effort. We intend to adapt current DoD processes that encourage the ad hoc approach and implement a single DoD-level integrating organization. Expertise in key SFA activities, massed and integrated within a DoD-level organization, offers the best opportunity to improve hitherto disjointed efforts. This single integrator can be successful only with simultaneous change to DoD's authorities and policies. According to the DoD's draft instruction on relationships and responsibilities for SFA, it is defined as: (1) operations, actions, or activities that contribute to unified action to support the development of the capacity and capability of foreign security forces and their supporting institutions; (2) the bolstering of a foreign security force or institution's capabilities or capacity in order to facilitate the achievement of specific operational objectives shared with the USG.2 SFA includes the tasks of organizing, training, equipping, rebuilding and advising (OTERA) foreign security forces and foreign security institutions.3 The problem of improving U.S. SFA has received substantial attention lately. Many good ideas are circulating, and there are various useful solutions in early stages; nonetheless, great shortcomings still plague the general effort. The ad hoc approach to SFA efforts during persistent conflict in Iraq and Afghanistan has been, at best, inefficient and slow. To a degree, the United States has developed effective approaches for specific contingencies, such as in Iraq and Afghanistan; however, the delays in finding effective ways have come at a high price and have postponed, if not compromised, mission success. It would be a mistake to ignore the wisdom gained through several years of painful adaptation; this paper proposes a solution that would prevent such a misstep by leveraging recent experience to prepare and enable future U.S. forces engaged in building partner capacity.

Senior leaders have identified the strategic requirement to build viable partner forces capable of maintaining internal stability, defending against external threats, and assisting in the fight against violent global extremists. The Army has translated this strategy into the security force assistance (SFA) doctrine. However, since the creation of SFA, there has been debate as to which organization is best suited to train, advise, and assist foreign security forces (FSF). In the past, Special Operations Forces (SOF) conducting foreign internal defense (FID) were the primary force of choice to accomplish this mission set. Recently this paradigm has shifted. Conventional forces have been reorganized and augmented allowing them to take the lead role in training both Iraqi and Afghan security forces. This project will define the overall strategic connection to SFA, analyze the capabilities of these two military organizations by evaluating their advantages and disadvantages, and finally recommend a feasible means to attain the national end state.

Book excerpt: The role of advising foreign security forces, now known doctrinally as Security Force Assistance (SFA), is increasingly executed by U.S. Army general purpose forces. The scale of assistance required in the Afghanistan and Iraq theaters of operation caused this shift for SFA conduct from Special Operations Forces (SOF). The methodology for the selection and fielding of conventional forces to execute this nonstandard requirement has been challenging. The Army has vacillated from fielding ad hoc teams to the creation of specialized training intended to prepare existing maneuver units for its conduct. Furthermore, there appears to be no approved plan for incorporation of a permanent capability within the Army for the execution of future SFA missions of a similar scale should the need arise. This manuscript analyzes various options for preparing for future large scale SFA by conventional forces and proposes a practical solution for adoption by the U.S. Army.

Book excerpt: This study investigates the creation of the Security Force Assistance Brigades (SFAB) and analyzes how the Army can provide effective support to the unit's mission. This is significant due to the absence of current academic research pertaining to the SFAB. The intent of this research is to identify the sustainment challenges that the SFAB may encounter and present possible solutions for the Army to overcome them. In order to understand how to provide effective support, this study explains the SFAB mission, force structure, and the operational environments where SFA forces will doctrinally be employed. A qualitative research methodology is used to analyze this data through a collective case study design. The two case studies selected for this research represent the two types of operational environments where the SFAB will be employed and uses an embedded analysis to identify the sustainment challenges in each. The end result is a comprehensive understanding of the SFAB, the sustainment challenges that the unit will encounter, and possible solutions for overcoming them.This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The American people expect the military to be ready to respond to future challenges while being stewards of the resources given to them. Because of this, military leaders are constantly balancing "what they want to do" with "what they must do." The Budget Control Act of 2011 significantly reduced the force structure of the Army (U.S. Congress 2011). Leaders have to think critically in order to ensure that the Army is effectively and efficiently using its limited resources. According to the Atlantic Council, a U.S. policy think tank, "an adverse effect [of using Brigade Combat Teams (BCT) for Security Force Assistance (SFA), is that] it creates temporary makeshift organization with limited skills for this vital and complex long-term missions, and it destroys the readiness of the entire BCT by breaking it apart, making it unavailable for other combat operations". In order to save resources, the Army is creating the Security Force Assistance Brigades (SFAB) to assume the responsibilities of conducting SFA operations around the globe. The SFAB is an emerging force structure model that creates a brigade specializing in training and equipping foreign security forces. The SFAB concept is one of the top priorities for the Chief of Staff of the Army. This new force structure has the potential to be a resource-saving capability for the military; however, leaders must ensure that this new organization is properly resourced to succeed at accomplishing the SFA mission. The military continually trains to operate in uncertain environments with complex problems. One of the major challenges of creating a new organization is ensuring that it has the resources to succeed. The Army must balance each unit's resource requirements with its capabilities in order to create an effective unit capable of accomplishing its mission. The challenge is finding the balance. The unit must be able to adapt and overcome any shortfalls without hindering the mission.

The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. Similarly, the U.S. Marine Corps stated in a January 2007 Lessons Learned report, "this mission must be treated as the main effort." This handbook focuses on principles applicable to all Security Force Assistance (SFA) missions, but draws on current scenario information in Iraq and Afghanistan. Security Force Assistance (SFA) is defined as unified action to generate, employ, and sustain local, host nation or regional security forces in support of a legitimate authority. 1. Unified action comprises joint, interagency, intergovernmental and multinational community activity in cooperative effort with non-governmental organizations, international organizations, and private companies to ensure and support unity of effort in SFA. 2. Security forces include not only military forces, but also police, border forces, and other paramilitary organizations at all levels of government within a nation state, as well as other local and regional forces. 3. Forces are developed to operate across the spectrum of conflict -- combating internal threats such as insurgency, subversion and lawlessness (FID), defending against external threats, or serving as coalition partners/peacekeepers in other areas. 4. To be successful, SFA must be based on solid, continuing assessment and include the organizing, training, equipping, rebuilding and advising of the forces involved. It is critical to develop the institutional infrastructure to sustain SFA gains. 5. The resulting forces must possess the capability to accomplish the variety of required missions, with sufficient capacity to be successful and with the ability to sustain themselves.
