Allies and adversaries alike can compel concessions from superpowers by threatening to acquire atomic weapons. When does nuclear latency-the technical capacity to build the bomb-enable states to pursue this coercive strategy? The conventional wisdom is that compellence with nuclear latency works when states are close to the bomb. But this intuitive notion is wrong. Tristan Volpe finds that more latency seldom translates into greater bargaining advantages. He reveals how coercion creates a tradeoff between making threats and assurances credible. States need just enough bomb-making capacity to threaten proliferation, but not so much that it becomes too difficult to promise nuclear restraint. The boundaries of this sweet spot align with the capacity to produce the fissile material at the heart of an atomic weapon. Historical studies of Japan, West Germany, North Korea, and Iran demonstrate that mere capacity to build atomic weapons can yield diplomatic dividends. The book outlines the role that Sino-Japanese competition plays in East Asian security, an area of study largely overlooked in contemporary writing on Asian security, which tends to focus on US–China relations and/or US hegemony in Asia. The volume focuses on Chinese and Japanese foreign policy under President Xi Jinping and Prime Minister Shinzō Abe, and regional security dynamics within and between Asian states/institutions since 2012. It employs regional security complex theory as a theoretical framework to view Chinese and Japanese competition in the Asian region. In doing so, the volume draws on a "levels of analysis" approach to demonstrate the value in looking at security in the Asia-Pacific from a regional rather than global perspective. At the same time, a changing global landscape calls for a shift in export-oriented investment toward new markets and a new generation of products, as well as increased investment by domestically-oriented firms. What policies could be adopted to help firms adjust to the imperatives of the post-crisis global economy and boost medium-term growth? Using disaggregated data, this paper investigates the determinants of investment and R&D spending by Japanese firms. The results suggest that policies could usefully focus on four areas. First, raising the return on investment, including through reforms to the tax code. Second, decreasing uncertainty through improved risk management by firms and by bolstering the business climate. Third, improving SME access to finance, notably by encouraging venture capital investment in innovative areas and more risk-based lending. And fourth, reducing excess leverage and supporting corporate restructuring to enable new investments to flourish.
