Book excerpt: In Delta Empire: Lee Wilson and the Transformation of Agriculture in the New South Jeannie Whayne employs the fascinating history of a powerful plantation owner in the Arkansas delta to recount the evolution of southern agriculture from the late nineteenth century through World War II. After his father’s death in 1870, Robert E. “Lee” Wilson inherited 400 acres of land in Mississippi County, Arkansas. Over his lifetime, he transformed that inheritance into a 50,000-acre lumber operation and cotton plantation. Early on, Wilson saw an opportunity in the swampy local terrain, which sold for as little as fifty cents an acre, to satisfy an expanding national market for Arkansas forest reserves. He also led the fundamental transformation of the landscape, involving the drainage of tens of thousands of acres of land, in order to create the vast agricultural empire he envisioned. A consummate manager, Wilson employed the tenancy and sharecropping system to his advantage while earning a reputation for fair treatment of laborers, a reputation—Whayne suggests—not entirely deserved. He cultivated a cadre of relatives and employees from whom he expected absolute devotion. Leveraging every asset during his life and often deeply in debt, Wilson saved his company from bankruptcy several times, leaving it to the next generation to successfully steer the business through the challenges of the 1930s and World War II. Delta Empire traces the transition from the labor-intensive sharecropping and tenancy system to the capital-intensive neo-plantations of the post–World War II era to the portfolio plantation model. Through Wilson’s story Whayne provides a compelling case study of strategic innovation and the changing economy of the South in the late nineteenth century.

Campbell investigates the connections between knowledge production and policy formation on the Kazak steppes of the Russian Empire. Hoping to better govern the region, tsarist officials were desperate to obtain reliable information about an unfamiliar environment and population. This thirst for knowledge created opportunities for Kazak intermediaries to represent themselves and their landscape to the tsarist state. Because tsarist officials were uncertain of what the steppe was, and disagreed on what could be made of it, Kazaks were able to be part of these debates, at times influencing the policies that were pursued.Drawing on archival materials from Russia and Kazakhstan and a wide range of nineteenth-century periodicals in Russian and Kazak, Campbell tells a story that highlights the contingencies of and opportunities for cooperation with imperial rule. Kazak intermediaries were at first able to put forward their own idiosyncratic views on whether the steppe was to be Muslim or secular, whether it should be a center of stock-raising or of agriculture, and the extent to which local institutions needed to give way to imperial institutions. It was when the tsarist state was most confident in its knowledge of the steppe that it committed its gravest errors by alienating Kazak intermediaries and placing unbearable stresses on pastoral nomads. From the 1890s on, when the dominant visions in St. Petersburg were of large-scale peasant colonization of the steppe and its transformation into a hearth of sedentary agriculture, the same local knowledge that Kazaks had used to negotiate tsarist rule was transformed into a language of resistance.

The economic crisis of 2008-09 was called by most economists a crisis of “over-leverage.” Yet no one has argued that there has also been a leverage crisis or at least a “leverage challenge,” in other aspects of life. The This book argues that there is a “leverage mean” in between the extremes of too little leverage and too much leverage that provides the basis for resolving the various crises and challenges. This book, which grows out of a Brookings Institution paper “The Age of Leverage,” will analyze bargaining leverage, resource leverage and economic investment leverage and should draw the attention of students and teachers in political and economic philosophy.

Weaving together feminist, decolonial, and dialectical theory, she shows how inter-imperial competition has generated a systemic stratification of gendered, racialized labor, while literary and other arts have helped both to constitute and to challenge this world order. To study literature is therefore, Doyle argues, to attend to world-historical processes of imaginative and material co-formation as they have unfolded through successive eras of vying empires. It is also to understand oral, performed, and written literatures as power-transforming resources for the present and future. To make this case, Doyle analyzes imperial-economic processes across centuries and continents in tandem with inter-imperially entangled literatures, from A Thousand and One Nights to recent Caribbean fiction. Her trenchant interdisciplinary method reveals the structural centrality of imaginative literature in the politics and possibilities of earthly life.

Religions could be the glue that held an empire together, bolstering the legitimacy of individual rulers and of the imperial enterprise as a whole. Yet, they could also challenge this legitimacy and jeopardize an empire's cohesiveness. As empires by definition ruled heterogeneous populations, they had to interact with a variety of religious cults, creeds, and establishments. These interactions moved from accommodation and toleration, to cooptation, control, or suppression; from aligning with a single religion to celebrating religious diversity or even inventing a new transcendent civic religion; and from lavish patronage to indifference. The volume's contributors investigate these dynamics in major Eurasian empires--from those that functioned in a relatively tolerant religious landscape (Ashokan India, early China, Hellenistic, and Roman empires) to those that allied with a single proselytizing or non-proselytizing creed (Sassanian Iran, Christian and Islamic empires), to those that tried to accommodate different creeds through "pay for pray" policies (Tang China, the Mongols), exploring the advantages and disadvantages of each of these choices.

In 1866, being asked by his publisher to write a short history of Massachusetts, Brooks Adams (1848-1927) broke upon the literary world with The Emancipation of Massachusetts in which he demolished and rewrote the history of the colony and province of Massachusetts Bay, originally chronicled by the priestly oligarchy against which the book was launched, and in later times principally by eminent members of the Congregational clergy. It made a great stir, especially in religious circles, and brought severe criticism and even denunciation upon the author, but he lived to see it pass to a second edition as accepted history. He then turned to a study of trade-routes and their influence upon the history of peoples and nations and in 1896 published The Law of Civilization and Decay: An Essay on History, a work of a high order as history which laid down the principle that human societies differed among themselves in proportion as they were endowed by nature with energy, a principle later developed by Henry Adams. He regarded this as his most significant work. Beginning in 1907 he successfully filled the chair of constitutional law in Boston University. ôPursuing a line of argument already worked out in his Law of Civilization and Decay, Mr. Adams offers an explanation, a theory it may be called, of the rise and decline of successive "empires" from the dawn of history to the present. Yet despite recent efforts to broaden our understanding of the global Enlightenment, the Ibero-American eighteenth century has often been overlooked. Through the work of five authors--Jose de Oviedo y Banos, Juan Ignacio Molina, Felix de Azara, Catalina de Jesus Herrera, and Felix de Arrate--Domesticating Empire explores the Ibero-American Enlightenment as a project that reflects both key Enlightenment concerns and the particular preoccupations of Bourbon Spain and its territories in the Americas. At a crucial moment in Spain's imperial trajectory, these authors domesticate topics central to empire--conquest, Indians, nature, God, and gold--by making them familiar and utilitarian. As a result, their works later proved resistant to overarching schemes of Latin American literary history and have been largely forgotten. Nevertheless, eighteenth-century Ibero-American writing complicates narratives about both the Enlightenment and Latin American cultural identity.
