Book excerpt: Sihab ad-Din Ahmad bin 'Abd al-Qader's account of the early sixteenth century Jihad, or holywar, in Ethiopia, of Imam Ahmad bin Ibrahim, better known as Ahmad Gran, or the Left handed, is an historical classic. The Yamani author was an eyewitness of several of the battles he describes, and is an invaluable source. His book, which is full of human, and at times tragic, drama, makes a major contribution to our knowledge of a crucially important period in the hisoty of Ethiopia and Horn of Africa. 'Futuh al-Habasa, ' or 'Conquest of Abyssinia' - which undoubtedly reflects the situation as it seemed to its Yamani author at the time of its composition. The forces of Imam Ahmad bin Ibrahim had occupied the greater part of Ethiopia. The resistance of Emperor Lebna Dengel had virtually come to an end, and many Christians had chosen to convert to Islam. The victorious Imam's regime seemed there to stay. This was, however, far from the end of the story. The Imam was killed in battle on February 21, 1543, whereupon his army almost immediately disintegrated. Those of his soldiers who could do so made their way back to the East. Not a few Muslim converts reverted to their former faith. The Futuh thus refers to a relatively short, though crucially important, period in Ethiopia's long history. The book is nevertheless valuable, in that its author was an eye-witness of many of the events he describes, and writes, as far as we can judge, with a degree of objectivity rare for his time. Book excerpt: In Virgil's third Eclogue, Palaemon concludes the poetry competition between Menalcas and Damoetas by saying that he cannot choose between them, a judgment that is emblematic of the contest between Neo-Latin and vernacular poetry in Renaissance France. Both forms of poetry draw on similar roots, both are equally accomplished, and the contest between them is largely amicable. The Judgment of Palaement illustrates the almost symbiotic relationship between Renaissance Latin and French poetry, while exploring poets' motivation for choosing one language over another, the different challenges each form of writing involved, and the extent of the collaboration between different language communities. It focuses on some of the major writers of the period, as well as less known ones, and on genres specific to humanist poetry. It shows that composing in Latin was often considered more natural than writing in the vernacular, at a time when many Frenchmen's mother tongue was a non-standard French dialect or distinct language. Book excerpt: During the 1990s, international democracy promotion efforts led to the establishment of numerous regimes that cannot be easily classified as either authoritarian or democratic. They display characteristics of each, in short they are semi-authoritarian regimes. These regimes pose a considerable challenge to U.S. policymakers because the superficial stability of many semi-authoritarian regimes usually masks severe problems that need to be solved lest they lead to a future crisis. Additionally, these regimes call into question some of the ideas about democratic transitions that underpin the democracy promotion strategies of the United States and other Western countries. Despite their growing importance, semi-authoritarian regimes have not received systematic attention. Marina Ottaway examines five countries (Egypt, Azerbaijan, Venezuela, Croatia, and Senegal) which highlight the distinctive features of semi-authoritarianism and the special challenge each poses to policymakers. She explains why the dominant approach to democracy promotion isn't effective in these countries and concludes by suggesting alternative policies. Marina Ottaway is senior associate and codirector of the Democracy and Rule of Law Project at the Carnegie Endowment.
