Or la diversité des rapports des uns et des autres à l’unité des symboles catholiques de la foi est une réalité qui est tributaire de la politique et de la culture. La responsabilité des évêques apparaît en des temps où les relations avec Rome et le Pape étaient lointains, particulièrement vitale, mais la nomination et le rôle social des chefs des diocèses étaient déterminés, bon gré, mal gré, selon les époques par les puissances politiques et militaires ou même économiques. C’est bien pourquoi en 1790 et lors de la première séparation de l’Église et de l’État en février 1795 l’organisation de « l’Église de France » fut l’objet d’une mainmise des révolutionnaires sur le corps épiscopal, les nominations et leur répartition. Ceci dans la ligne tracée par la Constitution civile du clergé. Ces évêques ont entendu redresser une situation pastorale éclatée entre prêtres, laïques devenus incroyants et ruraux liés à leurs paroisses, et surtout retrouver la personnalité et l’influence d’une « Église gallicane » en relation difficile avec le Pape. En amont de ces faits s’imposaient les grands différends inspirés de la pensée dite des Lumières, mais apparaît aussi une volonté « missionnaire » d’adapter le message de l’Église à ce que nous appelons aujourd’hui la culture moderne. Il est impressionnant de découvrir que ces pasteurs d’alors, trop souvent oubliés en 1801 à cause de leur soumission aux instances politiques, se révèlent soucieux de piété et de formation chrétienne des enfants et des parents. Des changements, tels ceux du langage liturgique qu’ils souhaitaient seront ensuite préconisés par le Concile Vatican II... Mais il y aura les évènements du XIXe siècle en Europe !
