Later Roosevelt became an accomplished diplomat. Yet it has escaped attention that TR's perspectives on domestic and foreign affairs fused under the legal concept of "police power." This gap in our understanding of Roosevelt's career deserves to be filled. Why? TR is strikingly relevant to our own age. His era shares many features with that of the twenty-first century, notably growing economic interdependence, failed states unable or unwilling to discharge their sovereign responsibilities, and terrorism from an international anarchist movement that felled Roosevelt's predecessor, William McKinley. Roosevelt exercised his concept of police power to manage the newly acquired Philippines and Cuba, to promote Panama's independence from Colombia, and to defuse international crises in Venezuela and Morocco. Since the end of the Cold War, and especially in the post-9/11 era, American statesmen and academics have been grappling with the problem of how to buoy up world order. While not all of Roosevelt's philosophy is applicable to today's world, this book provides useful historical examples of international intervention and a powerful analytical tool for understanding how a great power should respond to world events.

In turn, soccer organizations have leveraged their power over membership and tournament decisions to play a role in international relations. In Soccer Diplomacy, an international group of experts analyzes the relationship between soccer and diplomacy. Together, they investigate topics such as the use of soccer as a tool of nation-state–based diplomacy, soccer as a non-state actor, and the relationship between soccer and diplomatic actors in subnational, national, and transnational contexts. They also examine the sport as a conduit for representation, communication, and negotiation. Drawing on a wealth of historical examples, the contributors demonstrate that governments must frequently address soccer as part of their diplomatic affairs. They argue that this single sport—more than the Olympics, other regional multisport competitions, or even any other sport—reveals much about international relations, how states attempt to influence foreign views, and regional power dynamics.

Book excerpt: The deportation of 1,755 Jews from the islands of Rhodes and Cos in July 1944, shortly after the last deportation from Hungary, was the last transport to leave Greece for Auschwitz and brought to a close the last significant phase of the genocide of Europe's Jews (notwithstanding the death marches). Within six weeks of their deportation, the Germans were retreating from Greece and the Balkans as Hitler's empire shrank. This last deportation is frequently acknowledged in Holocaust literature but its significance for our understanding of the Nazi genocide of the Jews remains largely overlooked. The timing of the transport, when it was clear to the German military elite that Nazi Germany had lost the war, raises important questions in relation to long-term ideological Nazi goals and the immediate contingency thrown up by war. Anthony McElligott, in this account of the last Greek transport of Jews to Auschwitz, tells a compelling story of this previously underexplored event and sheds light on an important aspect of the Holocaust through an in-depth study of one Eastern Mediterranean community.

Book excerpt: This book revises the conventional wisdom about the Anglo-Japanese relationship in the late nineteenth century that these two countries were bound by mutual sympathy and common interests, and therefore the common ground which led to the signing of the Anglo-Japanese Alliance in 1902, had already existed in the 1880s. Such understandings fail to take account of the fact that the Qing dynasty of China had emerged as the strongest regional power in East Asia by reasserting its influence as the traditional suzerain of the region in the years prior to the First Sino-Japanese War. The British and the Japanese governments clearly recognised that it would become difficult to maintain their interests in East Asia if they antagonised the Qing by challenging its claim of suzerainty over Korea. It was difficult for them to come to closer terms when their priority before 1894-5 was to maintain good relations with China, and when they were also experiencing numerous diplomatic difficulties with each other.
