Excerpt: ...year these statutes were, ' for many ' reasonable considerations and causes, ' repealed by Henry VII.: this and other of his statutes justifying the eulogium pronounced upon him by Erasmus, that he was regum longe cordatissimus, and the opinion of Lord Bacon, that he was our best lawgiver after Edward I. These ' reasonable con' siderations and causes ' were overlooked or disregarded in the next reign, and the government again took upon itself to appoint the rates of wages.-This continued till the fifth year of Elizabeth, when ' it was finally repealed, and its injustice fully _ acknowledged in these words: --' Although there remain and stand in force pre' sently a great number of acts and statutes, con' cerning the retaining, departing, wages, and orders ' of apprentices, servants, and labourers, as well in husbandry as in divers other arts, mysteries, and occupations, yet, partly for the imperfections and contrariety that is found, and do appear in sundry of the said laws, and for the variety and number of them, and, chiefly, for that the wages and allowance limited and rated in many of the said statutes, are in divers places too small, and not answerable to this time, respecting the advancement of prices of all things belonging to the said servants and labourers, the said laws cannot conveniently, without the great grief and burden of the poor labourer and hired man, be put in good and due execution.' How competent are we at defining the problems, seeking information, and finding answers? In this important and controversial book, a distinguished social scientist meticulously analyzes our attempt to understand society so that we can reshape it. In so doing, he largely bypasses both epistemology and contemporary highly abstract theory on knowledge and society in order to acheive a far more concrete analysis of discourse and inquiry in social problem solving. There is a tragic discrepancy, argues Charles E. Lindblom, between our abilities to solve problems and the difficulty of the problems to be solved. We must make do with inadequate information and inconclusive analyses, for the task is less one of learning the truth than of proceeding in inquiry and decisions when the truth cannot be known. Lindblom discusses the many obstacles that prevent us from solving social problems, focusing in particular on learned incompetence. According to Lindblom, parents teach children not to think certain thoughts, and schools often engage more in indoctrination than education. Political rhetoric and commercial sales promotion feed a steady diet of misrepresentation. Social science does help. But because it is dependent on popular thought, it shares the impairments of thought found in both political figures and ordinary citizens. It also develops its own distinctive impairments and is to a degree crippled by its narrow view of scientific method--often more interested in proving than probing. Although social science can be improved in ways that Lindblom outlines in his book, social inquiry calls for such significant contributions from lay thought that it renders many conventional ideals of scientific problem solving inappropriate. Lindblom contends that the route to better social problem solving is not through either scientific or popular consensus or agreement, however much they are valued in the world of science and social science, but through a competition of ideas. The index of a society's competence, he states, is in its discord over ends, values, or purposes. Book excerpt: Ireland's revolution of 1848 has no proud place in the history of Irish nationalism, and the leader of the doomed enterprise, William Smith O'Brien, is not a celerated hero of his country's struggle for independence. Nevertheless, the O'Brien story is an important one. During most of his political career, O'Brien believed in the British Parliament's capacity to give good government in Ireland. His attempts to secure liberal reform were largely unseccessful, however, and he entered the 1840's with a growing conviction that the Irish Members were wasting their time at Westminster. In 1843, his extroardinary Commons campaign for justice for Ireland prefigured the tactics of Parnell, but the effort ended in disappointment and O'Brien joined the Repeal Association in October 1843. For the next five years he was a major political figure, first as O'Connell's loyal deputy, then as his critic and rival, and finally, in 1848, as the leader of a rebellion. O'Brien was an exceptionally brave politician whose sense of honor and duty sent him into the lion's den time and time again. However, his ignominious failure in 1848 meant that he could be despised by men who were not his betters- by British leaders who failed to govern well, and by Irish politicians, including many who called temselves nationalists, who did not share his attachmnent to the idea that they should govern themselves. -- Publisher description
