Headed by a presidentially appointed director, it is one of the major units in the Office of Justice Programs (OJP) of the U.S. Department of Justice. Under its authorizing legislation, NIJ awards grants and contracts to a variety of public and private organizations and individuals. At the request of NIJ, Strengthening the National Institute of Justice assesses the operations and quality of the full range of its programs. These include social science research, science and technology research and development, capacity building, and technology assistance. The book concludes that a federal research institute such as NIJ is vital to the nation's continuing efforts to control crime and administer justice. No other federal, state, local, or private organization can do what NIJ was created to do. Forty years ago, Congress envisioned a science agency dedicated to building knowledge to support crime prevention and control by developing a wide range of techniques for dealing with individual offenders, identifying injustices and biases in the administration of justice, and supporting more basic and operational research on crime and the criminal justice system and the involvement of the community in crime control efforts. As the embodiment of that vision, NIJ has accomplished a great deal. How should the Army acquisition community assess the appropriateness of its investment strategy over time? The study proposes adaptation of a RAND tool called Assumption-Based Planning to help Army personnel maintain proper alignment between strategic guidance and the Army acquisition program and budget. It uses this tool to create a model that recommends acquisition investments across a broad range of capabilities. The model works toward the goal of satisfying the complex and evolving requirements specified in the national security guidance. The model applies five main steps, by identifying (1) the assumptions that underlie Army acquisition policy; (2) load-bearing assumptions, i.e., important assumptions that underpin and shape Army acquisition plans; (3) signposts or indicators that an assumption is becoming vulnerable; (4) shaping actions that can be taken to keep assumptions viable, and (5) hedging actions that can be taken to prepare for unwelcome but unpreventable developments. For the acquisitions community, shaping and hedging actions both take the form of investments.

Book excerpt: In a context of neoliberal globalization, have the processes of elaboration and implementation of foreign investors' responsibilities by intergovernmental organizations reached the realm of legality? Using an analytical framework and a methodology that combines international law with international relations, this book provides a twofold answer to this question. First, it demonstrates that the normative integration of foreign investors' responsibilities in international investment law is fragmented and consistent with the interests of the most powerful actors. Second, while using the interactional theory of international law to assess the normative character of several international instruments elaborated and implemented by intergovernmental organizations, it highlights the sense of obligation that each instrument generates. The analysis demonstrates that such a codification process is marked by relations of power and has resulted in several social norms, with relatively few legal norms.
