They can also cause significant economic impacts to pipeline operators. Currently, there is only limited historical information available on the dynamics of natural hazard impact on pipelines and Action A6 of the EPCIP 2012 Programme aimed at shedding light on this issue. This report presents the findings of the second year of the study that focused on the analysis of onshore hazardous liquid transmission pipeline natechs, with special emphasis on natural hazard impact and damage modes, incident consequences, and lessons learned for scenario building. Due to the limited amount of data available on European pipeline natech incidents, the study was supplemented with information from U.S. pipeline natech incidents.

Book excerpt: The Natech symposium has been taking place since 2015, as an initiative of professors Naomi Kato, Shin-ichi Aoki and Ana María Cruz, from Osaka University and Kyoto University respectively. The primary objective of these symposiums has been the promotion of scientific and interdisciplinary exchange of experiences, risk assessment methods and innovative risk reduction measures that address Natech events (industrial accidents caused by large-scale natural events). In its different versions it has had researchers and participants from different countries, allowing the integration of initiatives and efforts that have been developed in this regard. The first symposium was held in March 2015 at Osaka University, and was entitled: International Symposium on Natural Disaster Impacts to Large Industrial Parks, it was funded by the Graduate School of Osaka University, the Airport and Port Research Institute (SIP), the Disaster Prevention Research Institute, and Kyoto University, in cooperation with the Calamity Science Institute.The second version of the event entitled: Activities of Research Initiatives for Natural Disaster Prevention of Oil and Gas Spill in Industrial Parks was held again at Osaka University in 2016. In March 2017, symposium number three was organized by the Disaster Prevention Research Institute (DPRI) and took place at Kyoto University. On this occasion, it was approached from the perspective of a workshop on Natech risk management tools, with the aim of making a practical demonstration of some tools available for Natech risk assessment, risk mitigation and emergency operations’ planning for various types of natural hazards. The workshop was attended by participants from 12 countries, including experts, students and stakeholders involved in Natech disaster risk reduction and similar topics. During 2018, the event moved to Ispra, Italy, where the Joint Research Center (JRC) of the European Commission and the University of Bologna were the hosts. On this occasion, the fourth event was named Natech Risk Reduction at Large Industrial Parks. The fifth version of the Natech symposium was held in 2021, again organized by Osaka University and Kyoto University. On this occasion, given the restrictions derived from the COVID-19 pandemic, the event was held virtually. Currently, the publication of two volumes in the IDRIM Springer Nature Book Series is being issued, which will be released by the end of 2022. This year (2022) Colombia was the host country of the sixth version of the Natech symposium, which was developed in a hybrid way (face-to-face and virtual), being the first time that this event is held in the American continent. On this occasion, the organizers of the event were the National Unit for Disaster Risk Management (UNGRD), Osaka University, Kyoto University and the Disaster Prevention Research Institute (DPRI). This event focused on the exchange of research experiences and lessons learned related to risk management of technological accidents triggered by natural events (Natech), for their understanding and approach in the Colombian territory.

Book excerpt: Natural events, such as earthquakes and floods, can trigger accidents in oil and gas pipeline with potentially severe consequences to the population and to the environment. These conjoint technological and natural disasters are termed natech accidents. The present literature review focuses on the risk analysis state-of-the-art of seismic and flood events that can impact oil and gas transmission pipelines. The research has focused on methodologies that take into account the characteristics of natech events: for instance, the characterization of the triggering natural hazard and the final accident scenarios, as well as fragility curves for the specific assessment of the potential consequences of natech accidents. The result of this research shows that the literature on seismic risk analysis offers the largest number of examples and methodologies, although most studies focused on structural damage aspects without considering the consequences of a potential loss of containment from the pipelines. Very little work was found on flood risk assessment of natech events in pipelines.

The topic is introduced providing the description of past accidents, case-studies, and quantitative figures allowing the identification of the most vulnerable plant elements, of the complex features of accident scenarios, and of their rising trend possibly related to factors as climate change and growing industrialization. A state of the art of the available approaches to the assessment and management of Natech risk is provided. Advanced methodologies supporting a holistic approach to the assessment of scenarios driven by natural hazards are presented, enabling the identification and analysis of peculiar accident dynamics. In particular, the possible performance degradation of utilities and safety systems available on the sites and its role in accident initiation and escalation is addressed. Methodologies aiming at the assessment of the actual performance of safety barriers and safety systems during or immediately after the impact of a natural event are presented. Recent tools and data supporting the quantitative assessment of these features in the overall assessment of Natech risk are reported, highlighting the similarities with other typologies of cascading accidents. These so called Natech accidents are a recurring but often overlooked feature in many natural disasters and have often had significant human, environmental and economic impacts. Successfully controlling Natech risk is usually a major challenge, which requires targeted prevention, preparedness and response. Systematic analysis of the Natech risk is a prerequisite for this purpose. Developed by the European Commission Joint Research Centre (JRC) in response to requests by competent authorities, the Rapid Natech Risk Analysis and Mapping System (RAPID-N) is an online software for the quick analysis and mapping of Natech accident risk both at local and regional levels. The system unites natural-hazard impact and damage assessment, Natech scenario development, and chemical accident consequence analysis capabilities under a single roof featuring an open, extensible, and collaborative architecture facilitating data entry, analysis and visualisation. Since it became operational in 2012, the user base of RAPID-N has been growing, including more and more users from public authorities, research organisations, academia, and the private sector. According to feedback from the users, the system has been further developed in time to provide additional capabilities, such as a modern and mobile-friendly user interface, a more advanced analysis framework, and extended support for various natural hazards and industrial activities. Besides a comprehensive user manual, case-studies and hands-on training are also provided by the JRC to support the users. As part of these support activities, this beginner's guide aims to deliver a comprehensive, yet easy-to-follow introduction to Natech risk analysis and mapping by using RAPID-N. The user interface, data estimation framework, and risk analysis methodology are explained in detail. Step-by-step tutorials are provided for various Natech risk analysis case-studies ranging from a simple single industrial plant scenario to a scenario involving multiple industrial plants and multiple plant equipment. The guide also includes updated information to the User Manual by describing features and capabilities added, updated, or deprecated since the publication of the manual.

The scope of the book is related to ways of how to integrate Applied Probability and Decision Making. In Applied Probability, this mainly includes: decision analysis and reliability theory, amongst other topics closely related to risk analysis and maintenance. In Decision Making, it includes a broad range of topics in MCDM (Multi-Criteria Decision Making) and MCDA (Multi-Criteria Decision Aiding; also known as Multi-Criteria Decision Analysis). In addition to decision analysis, some of the topics related to Mathematical Programming area are briefly considered, such as multiobjective optimization, since methods related to these topics have been applied to the context of RRM. The book addresses an innovative treatment for the decision making in RRM, thereby improving the integration of fundamental concepts from the areas of both RRM and decision making. Some pitfalls of decision models when applying them to RRM in practice are discussed and guidance on overcoming these drawbacks is offered. Most of the multicriteria decision models that are described are specific applications that have been influenced by this research and the advances in this field.
