Book excerpt: By the end of 1971, the hastily raised, poorly trained, and woefully led Cambodian army had suffered a string of defeats and heavy casualties inflicted by North Vietnamese army and Viet Cong units. With many of its best infantry battalions and much of its armour, transport and equipment destroyed, only three of its 15 brigade groups were militarily effective. In South Vietnam, America and its allies were in the process of withdrawing and handing back to the Vietnamese full responsibility for the conduct of the war. A small group of Australians, which never numbered more than 30 officers, warrant officers and non-commissioned officers of the Australian Army Training Team Vietnam, helped train 27 light infantry battalions of the Cambodian army in South Vietnam during 1972. This project was, according to one historical study, `a classic example of using special forces as a force multiplier', and had been `recognised as one of the most successful foreign internal defence missions of the Vietnam War'. The story of these few men is told against the background of the war in South Vietnam, and in particular Phuoc Tuy province, as both sides fought to secure villages and hamlets during 1972, before the Peace Accords being negotiated in Paris to end the war were signed. Training the Bodes is an interesting and valuable book that tells a moving story. The excerpts from letters and reports, and the photographs, are fascinating. It fills a small gap in Australia's military history.

Book excerpt: An insider’s account of the South Vietnamese elites who strove to carry on the war against the Communists during the U.S. Army’s withdrawal. The book is a personal memoir of the author’s service as a U.S. Army advisor during the end-stages of America’s involvement in Vietnam. During the period 1970–71, the U.S. was beginning to draw down its combat forces, and the new watchword was Vietnamization. It was the period when the will of the U.S. to prosecute the war had slipped, and transferring responsibility to the South Vietnamese was the only remaining hope for victory. The author served as a U.S. Army advisor to South Vietnamese Ranger and Airborne units during this critical period. The units that the author advised spearheaded several campaigns in South Vietnam, Cambodia, and Laos, as the U.S. combat units withdrew. Often outnumbered and outgunned, the elite ranger and airborne units fought Viet Cong and North Vietnamese units in some of the most difficult terrain in Southeast Asia, ranging from the legendary U Minh forest and Mo So mountains in the Mekong Delta, to the rugged hills of southern Laos. The role of the small U.S. advisory teams is fully explained in the narrative. With little support from higher headquarters, these teams accompanied the Vietnamese units on highly dangerous combat operations over which they had no command or control authority. When U.S. advisors were restricted from accompanying South Vietnamese forces on cross-border operations in Cambodia and especially Laos, the South Vietnamese forces were badly mauled, raising concerns about their readiness and training, and their ability to operate without their U.S. advisors. As a result, a major effort was placed on training these forces while the clock continued to run on the U.S. withdrawal. Hanoi’s momentous choice to destroy the Paris Peace Accords and militarily end the war sent a generation of South Vietnamese into exile, and exacerbated a societal trauma in America over our long Vietnam involvement that reverberates to this day. How that transpired deserves deeper scrutiny.

Mr. Robert Ramsey's historical study examines three cases where the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time.Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict.

Ironically, Ap Bac's great importance lies in American policymakers' perception of the battle as unimportant; for all their intelligence and drive, senior American government officials missed the early warning signs of a flawed policy in Southeast Asia by ignoring the lessons of the defeat of the South Vietnamese Army (ARVN) on 2 January 1963. The outcome of Ap Bac was a direct reflection of how the U.S. Army organized, equipped, and trained the ARVN. With all the ARVN officer corps's shortcomings, the South Vietnamese Army could not successfully conduct an American combined arms operations against a smaller, less well-equipped enemy. American leadership, both military and civilian, failed to draw any connection between ARVN's dismal performance and American policies toward South Vietnam. Although certain tactical changes resulted from the battle, the larger issue of American policy remained unchanged, including the structure of the advisory system.
