And now after some eight years of civil conflict, the situation in Syria is basically reverting to the pre-conflict norm. The Syrian government is now close to re-establishing its sovereign control again over the entire country. Indeed, Syria’s sovereign control over its own country had been nearly completed despite the blocking efforts of many external efforts from the US, Israel, Saudi Arabia, and Turkey. United States supported the creation of an Islamic State in Iraq and Syria ISIS or Al-Dawlat Al-Islamia Fi al-Iraq wa Ash-Sham (DAESH) by putting together flight to tens of thousands of Al-Qaeda Jihadists (fighters) from all over the world to topple President Bashar Assad who said “no” to a Qatar pipeline through Syria and to destroy Hezbollah, topple Al-Assad, install a puppet regime and extend the comfort to Zionist Occupiers of Palestine. Syria has survived and reconquered most of the country, it was able to secure an armed-alliance with strategic allies who succeeded in neutralizing domestic insurgents. Due to the steadfastness of the Syrian Arab Army, Syria’s secular constitution which has enabled a united front against jihad and imperialism and due to military assistance from Russia and Iran, Syria has not fallen and nor will it. Syria managed to stay one country, united country, united society, because a civil war will not go on for seven or eight years continuously without dividing the country. The Syrian government succeeded to survive in controlling the majority of Syria with all the Syrian diversities or with different spectrums of the Syrian society. What took place in Syria from the very beginning are mercenaries, Syrians, and foreigners being paid by the West and its allies in the region in order to topple the government. This is the reality, the mere reality, the very stark reality. Everything else is just masks to cover the real intentions. Nowadays, Syria is the only Arab state that defies western expansionism in the Middle East and Syria was and still is a pillar of support for Arab resistance in Iraq, Lebanon and Palestine. Dr. Effarah expects that this book is essential for anyone seeking a deeper understanding for the cause of the current social turmoil and political violence ravaging the Arab-Islamic world, mainly the Syrian Arab Republic.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. Book excerpt: "The pendulum regarding the level of U.S. military participation in stabilization efforts has swung dramatically since 2001, from a low level of preparation and participation in the early days of the Afghanistan and Iraq operations in 2003, to widespread stabilization activities costing billions of dollars in the ensuing years, to significantly scaled-back forces and resources devoted to stabilization in recent years. To remedy the initial lack of preparation, the U.S. Department of Defense (DoD) issued a directive with guidance on stabilization requirements in 2005 and then updated it with more expansive requirements in 2009. This report supports DoD efforts to update this guidance by assessing the accumulated experience of the past 17 years and evaluating the appropriate roles for the U.S. military and its ability to execute them in conjunction with interagency and other key partners. Without stabilization, successful warfighting often does not produce desired political outcomes. Yet warfighters are not the most capable actors for many stabilization tasks. Therefore, the authors recommend shifting DoD guidance on stabilization away from requiring high levels of proficiency in a large number of tasks to emphasizing three key roles for DoD: prioritizing security tasks; providing support to other actors performing stability functions; and performing crosscutting informational, planning, coordination, and physical support roles."--Publisher's description

Critics have argued that such partnerships have many perils, from enabling human rights abuses to seeding future threats. Policy makers, however, have sought to mitigate the risks of partnering with irregular armed groups. Militia group leaders in far-flung corners of these war-torn countries were subjected to background checks and instructed about international law and human rights, and their funding was cut when they crossed red lines. To what extent have such mechanisms curbed the dangers of proxy warfare, and what unforeseen consequences has this approach unleashed? Drawing on a decade of field research and hundreds of interviews with stakeholders, Erica L. Gaston unpacks the dilemmas of attempting to control proxy forces. She demonstrates that, although the tools U.S. policy makers used to constrain partners’ behavior increased in number and sophistication, they never fully addressed the range of political, security, and legal concerns surrounding these forces. Moreover, by shifting policy makers’ calculations, the use of proxy forces introduced additional moral hazards and may have enabled riskier decision making. Featuring substantial empirical detail and close analysis of key internal debates, Illusions of Control offers new perspectives on some of the most significant and controversial elements of recent U.S. security policy.
