House plumbs in A Military History of the Cold War, 1962–1991, a complex case study in the Clausewitzian relationship between policy and military force during a time of global upheaval and political realignment. This volume opens a new perspective on three fraught decades of Cold War history, revealing how the realities of time, distance, resources, and military culture often constrained and diverted the inclinations or policies of world leaders. In addition to the Vietnam War and nuclear confrontations between the USSR and the United States, this period saw dozens of regional wars and insurgencies fought throughout Asia, Africa, and Latin America. Cuba, Pakistan, Indonesia, Israel, Egypt, and South Africa pursued their own goals in ways that drew the superpowers into regional disputes. His study also takes up nontraditional or specialized aspects of the period, including weapons of mass destruction, civil-military relations, civil defense, and control of domestic disorders. The result is a single, integrated survey and analysis of a complex period in geopolitical history, which fills a significant gap in our knowledge of the organization, logistics, operations, and tactics involved in conflict throughout the Cold War.

Book excerpt: The purpose of this monograph is to examine the use of indigenous surrogates by both the Republic of South Africa and Rhodesia in Southern Africa’s Bush Wars from 1975 to 1989. The Bush Wars are of significance because the use of surrogates in each case represents policy and doctrine that is outside of the United States military’s traditional understanding and employment of surrogates. The methodology of this paper is to analyze two unique surrogate forces to determine if they significantly contributed to the accomplishment of strategic aims and operational objectives. Such an examination is relevant because current U.S. policy and strategy advocates building the capacity of foreign security forces, as well as the use of irregular surrogate forces, to achieve U.S. foreign policy objectives. Given the political and military challenges of Iraq and Afghanistan, policymakers believe that the United States can ill afford another long-duration, resource intensive, politically charged counterinsurgency campaign. The use of surrogates offers the promise of low-visibility, economy of force operations. Nonetheless, enthusiasm for the use of surrogates must be tempered by the reality that surrogates are not a substitute for effective operational art and strategy.

Technical challenges faced by the Air Force, combined with the rate of guerrilla infiltration and the misuse of airpower to bomb guerrilla bases in neighboring countries largely negated the success of airpower.

The tsetse fly is a pan-African insect that bites an infective forest animal and ingests blood filled with invisible parasites, which it carries and transmits into cattle and people as it bites them, leading to n'gana (animal trypanosomiasis) and sleeping sickness. In The Mobile Workshop, Clapperton Chakanetsa Mavhunga examines how the presence of the tsetse fly turned the forests of Zimbabwe and southern Africa into an open laboratory where African knowledge formed the basis of colonial tsetse control policies. He traces the pestiferous work that an indefatigable, mobile insect does through its movements, and the work done by humans to control it. Mavhunga's account restores the central role not just of African labor but of African intellect in the production of knowledge about the tsetse fly. He describes how European colonizers built on and beyond this knowledge toward destructive and toxic methods, including cutting down entire forests, forced “prophylactic” resettlement, massive destruction of wild animals, and extensive spraying of organochlorine pesticides. Throughout, Mavhunga uses African terms to describe the African experience, taking vernacular concepts as starting points in writing a narrative of ruzivo (knowledge) rather than viewing Africa through foreign keywords. The tsetse fly became a site of knowledge production—a mobile workshop of pestilence.
