Book excerpt: This paper examines Lesotho’s Sixth Review Under the Poverty Reduction and Growth Facility (PRGF) and Request for Waiver of Nonobservance of Performance Criteria. Real GDP growth slowed to 31⁄4 percent in 2003/04 (April-March) owing to the adverse impact of drought on agricultural output and slower-than-envisaged growth in the construction sector. Fiscal performance in 2003/04 was stronger than envisaged in the program, partly reflecting temporary factors. All quantitative performance criteria for December 2003 and indicative targets for March 2004 were met. The IMF staff supports the key macroeconomic objectives of the authorities’ budget for 2004/05.

As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.

Book excerpt: This report on managing government finances for growth and poverty reduction in Lesotho is centered on three areas of analysis: (i) macroeconomic and fiscal performance and prospects; (ii) inter and intra-sectoral allocation of resources; and (iii) public expenditure and financial management. A Public Financial Management assessment report, prepared using the Public Expenditure and Financial Accountability (PEFA) framework is included as an Appendix to the main report. The study stress that despite the relatively good growth performance, Lesotho remains one of the poorest countries in the Southern Africa region. Because of this the Government now seeks to address in a more systematic manner the many challenges facing Lesotho including: 1) the slow pace of job creation in Lesotho, compounded by the continual decline in mining jobs for migrant workers in South Africa and a slowdown in GDP growth rate; 2) the increase in the incidence of poverty over the past twenty years; 3) a relatively large and inefficient public sector; 4) excessive reliance on revenues generated by the Southern Africa Customs Union ; and 5) the rapid spread of HIV/AIDS (current prevalence rate estimated at 24 percent), which, if unchecked, will negate all efforts to improve the economy and welfare of the Basotho people.

Despite having substantial international reserves and fiscal buffers, a major fiscal adjustment over the next two to three years will be needed to maintain macroeconomic stability. The private sector needs to be the engine for job creation to strengthen inclusiveness.
