La conséquence est une transition écologique à géométrie variable tant les interactions d’acteurs influencent la fabrication des problèmes publics de la transition écologique, les mises en responsabilité des secteurs, des collectivités locales et de l’Etat, les contenus des instruments de régulation et enfin les effets concrets sur les pratiques. L’objectif de cet ouvrage collectif est de donner à voir la variété des mises en politiques publiques des transitions écologiques dans les outre-mers. Il s’agit de montrer les acteurs en action pour construire les politiques de transitions écologiques ultramarines. Plus encore, l’objectif est de questionner ce que la variété des transitions écologiques nous dit de l’action publique contemporaine. Comment la transition écologique est-elle problématisée ? A quelles nouvelles pratiques et nouveaux instruments donne-t-elle lieu ? Comment expliquer les choix faits dans les secteurs ? Sur quels points de convergence les acteurs se rencontrent-ils et pour quels changements réels ? Les contributions réunies permettent d’entrer dans la variété des mises en œuvre de la transition écologique sur les territoires ultra-marins, notamment dans les secteurs de l’agriculture, de l’énergie et du portuaire. Ce faisant, les contributeurs à cet ouvrage souhaitent participer à une réflexion pour analyser et comprendre les formes du changement par les politiques publiques des transitions écologiques.

Two major points are made in this general picture. The first is that environmental campaigns in Asia tend to have a local focus; they react to very concrete problems in the immediate neighbourhood and as such usually people are engaged in a cause for practical rather than idealistic reasons. Such can be seen in case studies from the volume dealing with campaigns against logging and tree plantations, tourist facilities and factories and in support or defence of nature reserves. This pattern is in marked contrast to the profile of the most successful Western movements (in terms of fund-raising at least) for whom the focus is on perceived problems in distant parts of the world. The second point is evidence in several of the case studies in the volume, namely that environmental campaigns cannot be understood in terms of environmental issues alone. Rather, they should be regarded as a form of cultural critique and frequently are a form of political resistance in situations where open political action is too risky.
