Il commence par des informations mondiales, fait ressortir les efforts déployés dans des pays au climat, à l'économie, à la répartition de la population, etc. complètement différents sur l'état actuel au sein et entre les bassins fluviaux et les pays - à la fois excédentaire et / ou déficitaire, tout en reconnaissant le rôle crucial joué par les barrages dans le transfert d'eau vers les régions nécessiteuses. Il énumère ensuite les lignes directrices suivies pour considérer diverses options, tout en identifiant les problèmes géographiques, limités par les territoires politiques et les questions juridiques comme les traités sur l'eau. Essentiellement, il s'attarde donc sur les besoins, le potentiel et les problèmes possibles des transferts d'eau qui doivent être traités pour surmonter les problèmes auxquels sont confrontés les pays dans le besoin. Afin d'aider les professionnels concernés, le Bulletin élabore enfin les objections soulevées par les différents acteurs du sujet et apporte des réponses générées globalement. Le débat en cours dans le monde entier par rapport aux impacts environnementaux est ensuite traité pour aider les pays membres à surmonter divers problèmes.

Seventeen of these participants had been invited to present reviews of chosen topics, usually in their specialty. This book is constituted mainly of these presentations, which were prepared as chapters. In addition, six of the participants, whose seminars were found to complement the main chapters, were coopted by the invited lectures/authors to provide additional chapters. Although a lecture was given on electric fields, a chapter on this matter is unfortunately absent due to the lack of preparation time. One may say that Environmental Physiology of Fishes as a discipline originated in Canada. Having been involved as a teacher and worker in this field since 19 54, it was but natural that I was tempted to organise an ASI and get a volume out on the matter. I was encouraged by discussions with colleagues and the acceptance on the part of a large number of eminent colleagues to attend the ASI, deliver lectures and write chapters.

Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
