Bien que de nombreuses technologies quantiques ne seront pas commercialisables avant plusieurs années, on estime qu’elles pourraient révolutionner une multitude d’industries lorsqu’elles seront largement accessibles sur le marché. Elles devront être adoptées par les industries nationales qui souhaitent rester compétitives à l’échelle mondiale, ainsi que par les gouvernements cherchant à garantir la sécurité nationale et économique, la sécurité publique et l’intégrité de l’infrastructure essentielle. À ce jour, le Canada a réalisé des investissements notables dans la recherche et développement des technologies quantiques, mais il s’est moins concentré sur les mécanismes visant à stimuler leur diffusion et leur adoption. Le Canada dispose de plusieurs stratégies susceptibles de stimuler cette adoption. Il s’agit notamment de mécanismes de coopération public-privé comme que des partenariats public-privé et des conseils consultatifs; de la surveillance réglementaire qui encourage la concurrence et établit des normes en matière de protection de la vie privée et de sécurité; d’efforts menés par l’industrie pour fournir des services professionnels et fonder des pôles d’innovation régionaux et de réformes politiques visant à former et à diversifier une main-d’œuvre prête pour le quantique. L’adoption des technologies quantiques a aussi un certain nombre de conséquences éthiques, juridiques, sociales et politiques. Il s’agit notamment des menaces à la sécurité des données et à l’infrastructure numérique, des pressions anticoncurrentielles exercées par les entreprises dominant le marché, de la surveillance de masse et de l’atteinte à la vie privée, de l’incertitude réglementaire, de l’accès inéquitable à la technologie et des problèmes sociaux liés à l’emploi et à la confiance du public dans la science. Pour maximiser les avantages des technologies quantiques tout en atténuant les risques et en anticipant les effets des changements technologiques, les approches responsables de l’adoption devraient comporter des mesures sanctionnées par l’État et des mesures d’autoréglementation — dont des évaluations de l’impact quantique, des mécanismes de droit souple et des consultations avec les parties prenantes. Potentiel quantique étudie le potentiel de commercialisation des technologies quantiques, explique la position du Canada au sein de la chaîne de valeur quantique mondiale et examine les conditions et les leviers politiques susceptibles de favoriser leur adoption responsable.

It is solidly established in the long haul communications, laser printers and CD-ROMs.
