Book excerpt: Ce document présente les résultats d’une étude de la perception des risques et nuisances industrielles dans l’agglomération dunkerquoise, ainsi qu’une analyse de la perception et du fonctionnement de différentes structures de concertation consacrées à ces questions. Les auteurs analysent la façon dont les tensions entre risques et bénéfices socio-économiques liés à l’activité industrielle sont ressenties et gérées sur ce territoire fortement industrialisé, où différents acteurs sont engagés dans le projet commun d’articulation du développement industriel et d’amélioration de la qualité environnementale. Les chercheurs ont interrogé les Dunkerquois sur leur environnement, leur cadre de vie, leur perception des risques industriels, leur connaissance des consignes à appliquer en cas d’accident industriel, et la confiance qu’ils accordent à différents acteurs chargés de la gestion des risques. Ce travail s’appuie sur une enquête par questionnaire qui visait, en produisant de la connaissance sociologique sur ces thématiques, à intégrer l’analyse des perceptions et des opinions des habitants dans la réflexion sur la gestion des risques à l’échelle de leur territoire. Ensuite, les chercheurs ont analysé comment la prévention et la gestion des risques et des pollutions industrielles pouvaient donner lieu à une action concertée. Les entretiens conduits auprès des industriels, élus, représentants de services de l’État, associations, syndicats ont permis d’analyser plus finement les enjeux, les objectifs, les résultats, les motivations des différents acteurs mais aussi les limites de la « concertation ». L’étude indique que 74% des Dunkerquois se déclarent plutôt ou très exposés au risque industriel ; ce sentiment d’exposition est globalement homogène sur l’agglomération et très peu différencié socialement. Les habitants différencient pollution et risque ; la pollution est davantage perçue comme une nuisance que comme le signe d’un potentiel incident. 75% des personnes interrogées jugent la qualité de l’air dans l’agglomération plutôt ou très mauvaise ; ils imputent très majoritairement ce fait à l’activité industrielle. Néanmoins, 60% des Dunkerquois choisissent l’adjectif « agréable » pour décrire leur environnement. Les habitants situés « en deuxième ligne » par rapport aux sites des usines Seveso ont tendance à se déclarer plus exposés au risque industriel que les habitants situés « en première ligne ». 85% des habitants ne modifient pas leur trajet à cause du risque d’accident industriel. 80% des Dunkerquois ne connaissent pas la signification des coups de sirène annonçant un accident industriel majeur ; ils sont 44% à ne connaître aucune consigne de sécurité en cas d’accident industriel majeur. 67% des habitants font confiance aux scientifiques et aux experts, 75% aux associations environnementalistes, 77% à leur mairie, 96% aux pompiers. 68% des habitants ne font pas confiance aux industriels pour prévenir le risque industriel ; 54% d’entre-eux jugent les mesures de prévention mises en place par les industriels insuffisantes.

By analysing work practices and the language of the work-place, the author shows how workers and locals can recognise the possibility of nuclear catastrophe while, at the same time, denying that it could ever happen to them. This is a major contribution to the anthropology of modern life.

The objective was to test the capacity of the existing nuclear liability and compensation mechanisms in the 29 countries represented at the workshop to manage the consequences of a nuclear emergency such as the accident simulated at the Gravelines nuclear power plant in the north of France in May 2001, and upon which the INEX 2000 Exercise was based. These proceedings contain a comparative analysis of legislative and regulatory provisions governing emergency response and nuclear third party liability, based upon country replies to a questionnaire, the full responses provided to that questionnaire, as well as the texts of presentations made by special quests from Germany and Japan describing the manner in which the public authorities in their respective countries responded to two nuclear accidents of a very different nature and scale.
