Book excerpt: Depuis sa fondation en 1863, le CICR a entretenu des relations privilégiées avec la Suisse et son gouvernement, basées sur la doctrine et la pratique de la neutralité et sur la perception d'une communauté de destin entre l'institution humanitaire et la Confédération helvétique. Une telle perception, ainsi que l'adhésion à des valeurs politiques communes ressortent de manière particulièrement accentuée pendant la Seconde Guerre mondiale, époque à laquelle le CICR et la Suisse jouent leur survie. Ceci a conduit certains historiens à soutenir que l'institution genevoise a été manipulée par le gouvernement suisse, notamment lors de son silence face aux déportations nazies. S'appuyant largement sur des archives et des entretiens avec certains personnalités de l'époque, cette thèse examine les relations entre le CICR et le gouvernement suisse sur le plan des institutions, des interactions personnelles, des processus de prise de décision et des actions humanitaires menées sur le terrain. Elle montre la complexité des rapports entre le CICR et le gouvernement suisse, les rivalités qui ont éclaté, mais aussi le caractère négocié de leurs choix concrets. Surtout, elle met en question la thèse de la manipulation gouvernementale. Confronté à la Shoah, le Comité définit son attitude en tenant compte de divers critères : la sauvegarde de la neutralité et de l’impartialité, essentielles pour son identité et ses possibilités d’action ; le maintien de relations avec les belligérants telles qu'elles puissent assurer la continuité de son travail ; les probabilités de faire une différence pratique ou symbolique ; l’image du CICR en tant qu’autorité morale. Au-delà du problème du silence du CICR face aux déportations, ces critères se combinent avec l’histoire des choix précédents du Comité, la poursuite des valeurs ultimes de l’institution et une attitude systématiquement légaliste pour donner lieu à une délicate symbiose entre le CICR et le gouvernement

The Geneva-based International Committee of the Red Cross (ICRC) is one of the world's oldest, most prominent, and revered aid organizations. But at the end of World War II things could not have looked more different. Under fire for its failure to speak out against the Holocaust or to extend substantial assistance to Jews trapped in Nazi camps across Europe, the ICRC desperately needed to salvage its reputation in order to remain relevant in the post-war world. Indeed, the whole future of Switzerland's humanitarian flagship looked to hang in the balance at this time. Torn between defending Swiss neutrality and battling Communist critics in the early Cold War, the Red Cross leadership in Geneva emerged from the world war with a new commitment to protecting civilians caught in the crossfire of conflict. But they did so while defending former Nazis at the Nuremberg Trials and issuing travel papers to many of Hitler's former henchmen. These actions did little to silence the ICRC's critics, who unfavourably compared the 'shabby' neutrality of the Swiss with the 'good' neutrality of the Swedes, their eager rivals for leadership in international humanitarian initiatives. In spite of all this, by the end of the decade, the ICRC had emerged triumphant from its moment of existential crisis, navigating the new global order to reaffirm its leadership in world humanitarian affairs against the challenge of the Swedes, and playing a formative role in rewriting the rules of war in the Geneva Conventions of 1949. This uncompromising new history tells the remarkable and intriguing story of how the ICRC achieved this - successfully escaping the shadow of its ambiguous wartime record to forge a new role and a new identity in the post-1945 world.
