Les principes de libre administration et d'autonomie, fondements, même relatifs, des pouvoirs locaux, ont entrainé à la fois un changement dans les rapports collectivités territoriales - pouvoir central et collectivités entre elles-mêmes ; et un foisonnement des projets et des instruments de mise en oeuvre des politiques publiques. Bien que les politiques locales de développement soient réalisées dans un cadre juridique constitutionnel, légal et règlementaire, leur complexité interroge l'imbrication des responsabilités, et la cohérence et la cohésion des mécanismes de leur élaboration et de leur mise en oeuvre. La dimension juridique recoupe ainsi d'autres considérations politiques et économiques qui interviennent dans la construction d'une politique territoriale.

Nous essayons de l'exposer en trois points :-Les indicateurs d'attractivité actuels ne prennent pas en compte la soutenabilité de celle-ci ; apparaît alors la nécessaire construction d'un nouvel indicateur ;-D'après les entrepreneurs, leurs choix de localisation relèvent aussi du développement durable ;-La réglementation environnementale n'est, ni théoriquement, ni empiriquement, un frein à l'attractivité territoriale. Dans le but de démontrer, à l'aide d'une méthode originale, le(s) lien(s) entre développement durable et entreprise, la première partie de la thèse s'attache à décrire une enquête exploratoire menée auprès d'entrepreneurs. L'analyse de 36 entretiens semi-directifs réalisés auprès de responsables français de PME permet de faire émerger des problématiques centrées sur la collaboration entre collectivités locales et entreprises, qui pourrait faire émerger l'attractivité durable territoriale. Au sein de la deuxième partie, nous vérifions partiellement l'hypothèse émergente selon laquelle le développement durable est un enjeu essentiel pour les entreprises. Si tel est le cas, alors une réglementation environnementale relativement plus sévère sur un territoire donné ne devrait pas être un frein à son attractivité, ni source de délocalisation. Nos analyses nous ont finalement menés, dans une troisième partie, à la construction d'un indicateur d'attractivité durable, à des enseignements de politiques économiques et à des recommandations concrètes visant à construire l'attractivité durable sur un territoire particulier, celui de la région Aquitaine.

Ce thème de réflexion fait référence à la théorie des facteurs publics et aux différentes investigations empiriques et économétriques qui attribuent un rôle productif aux infrastructures. Les infrastructures ont une place particulière dans le processus de développement économique au niveau local car elles améliorent les conditions de réalisation de l'activité économique et contribuent à développer l'attractivité des territoires. Les collectivités locales peuvent donc utiliser stratégiquement leur offre d'infrastructures afin de peser sur la répartition spatiale des activités et des richesses. Ces interactions modifient les stratégies d'accumulation des infrastructures à un niveau local et ont des conséquences sur la définition d'une politique centralisée de développement et d'aménagement du territoire. Nous examinons les effets de ces interactions à court terme et à long terme. L'offre d'infrastructures contribue au développement économique local mais aussi à la concurrence entre collectivités pour l'attraction des entreprises. L'usage des infrastructures dans une politique d'attraction permet de limiter l'ampleur des avantages fiscaux accordes aux entreprises. Leurs effets dépendent du potentiel fiscal de la zone considérée, ce qui peut engendrer des phénomènes de polarisation des activités si les collectivités les moins dotées ne compensent pas leur désavantage par une meilleure adaptation de leurs infrastructures aux activités attirées. Une spécialisation des infrastructures d'accueil des entreprises contribuerait à limiter les effets d'agglomération. En présence d'asymétrie d'information sur les caractéristiques des entreprises, les effets induits provoqués par l'implantation des entreprises et les ressources mobilisables pour l'attraction deviennent incertains. Une politique d'aménagement du territoire dans ce contexte ne permet pas nécessairement de réduire les avantages financiers accordés au niveau local et d'améliorer la situation des collectivités. Ce résultat plaide en faveur d'une politique d'aménagements spécifiques dans les collectivités en difficulté.
