Book excerpt: The importance of good land governance to strengthen women s land rights, facilitate land-related investment, transfer land to better uses, use it as collateral, and allow effective decentralization through collection of property taxes has long been recognized. The challenges posed by recent global developments, especially urbanization, increased and more volatile food prices, and climate change have raised the profile of land and the need for countries to have appropriate land policies. However, efforts to improve country-level land governance are often frustrated by technical complexities, institutional fragmentation, vested interests, and lack of a shared vision on how to move towards good land governance and measure progress in concrete settings. Recent initiatives have recognized the important challenges this raises and the need for partners to act in a collaborative and coordinated fashion to address them. The breadth and depth of the papers included in this volume, all of which were presented at the World Bank s Annual Conference on Land Policy and Administration, illustrate the benefits from such collaboration. They are indicative not only of the diversity of issues related to land governance but, more importantly, highlight that, even though the topic is complex and politically challenging, there is a wealth of promising new approaches to improving land governance through innovative technologies, country-wide policy dialogue, and legal and administrative reforms. The publication is based on an on-going partnership between the World Bank, the International Federation of Surveyors, the Global Land Tool Network and the United Nations Food and Agriculture Organization provide tools that can help to address land governance in practice and at scale. It is our hope that this volume will be of use to increase awareness of and support to the successful implementation of innovative approaches that can help to not only improve land governance, but also thereby contribute to the well-being of the poorest and the achievement of the Millennium Development Goals.

State Capture and Rent-Seeking in Benin argues that this struggle causes the instability and unpredictability of economic policies, resulting in institutional problems that make economic diversification and growth difficult. Normativity develops within these contexts, while also shaping them. This complex relationship exists within all physical places from traditional agrarian spaces to the modern shifting post-industrial workplace. The contributions gathered together in this volume explore numerous examples of such spaces from different disciplinary perspectives to interrogate the dynamic relationship between custom and law, and the material spaces they inhabit. While there are a dynamic series of conclusions regarding this relationship in different material realities, a common theme is pursued throughout: a proper understanding of law and custom stems from their material locatedness within the power dynamics of particular spaces, which, in turn, are reflexively shaped by that same normativity. The book thus generates an account of the locatedness of law and custom, and, indeed, of custom as a source of law. In this way, it provides a series of linked explorations of normative spaces, but, more fundamentally, it also furnishes a cross-disciplinary toolkit of concepts and critical tools for understanding law and custom, and their relationship. How can it contribute to a sustainable and more equitable development? Not only is family farming the predominant form of agriculture around the world, especially so in developing countries, it is also the agriculture of the future. By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. The authors explore the choices facing society and possible development trajectories at national and international levels, and the contribution that agriculture will have to make. They call for a recommitment of public policies in favor of family farming in developing countries and stress the importance of planning actions targeted at and tailored to the family character of agricultural models. But, above all, they highlight the need to overcome strictly sectoral rationales, by placing family farming at the core of a broader economic and social project. This book is the result of a collaborative effort led by CIRAD and encapsulates three decades of research on family farming.
