Le pos est peu adapte a la gestion locale. Peu modifiee, la procedure d'elaboration ne permet pas une participation equilibree de l'ensemble des acteurs locaux. Mais surtout, le pos, document hyper-fonctionnaliste dans ses fondements, cultive les stereotypes. Or, l'urbanisme decentralise n'a d'interet que s'il est different du precedent et s'appuie sur un nouveau plan d'urbanisme, ouvert a la deversite des initiatives et cultures locales.
