Book excerpt: L'allocation peu optimale de l'Aide Publique au Développement, la performance avérée de certaines des Petites Économies Insulaires en Développement ainsi que le problème de définition de ce groupe de pays nous amènent à nous poser la question suivante : le traitement spécifique des PEID de la part des institutions internationales est-il justifié ? Nous nous sommes de prime abord focalisés sur les caractéristiques intrinsèques de ces petites économies, qui les rendent a priori plus exposées aux chocs externes. La première partie de notre analyse a ainsi eu pour but d'évaluer la vulnérabilité économique de ces territoires. Certaines des économies étant reconnues comme vulnérables affichent des résultats de performance économique et sociale remarquables. Afin de tenir compte de ce paradoxe, nous nous sommes attachés à quantifier cette performance de développement, de manière à aborder notre second thème : la performance de résilience de ces territoires. Notre analyse nous permet quelques constats intéressants. Premièrement, la définition des concepts est un réel problème. Deuxièmement, bien qu'avérée, la vulnérabilité des PEID se trouve nuancée par le changement de construction de l'Indicateur de Vulnérabilité Économique que nous proposons. Troisièmement, la performance économique et sociale de certaines économies insulaires est indéniable. Quatrièmement, bien que le caractère résilient des PEID soit confirmé par notre analyse, cette résilience est particulièrement hétérogène au sein de ce groupe de pays. Enfin, l'étude des stratégies de développement de ces îles nous a conduits au constat suivant : il ne peut exister de stratégie commune à ces territoires différents.

Initiée par l'Organisation des Nations Unies (ONU), avec la déclaration de Rio, la reconnaissance des caractéristiques communes aux économies insulaires jugées discriminantes pour leur développement s'est parallèlement étendue à d'autres organismes internationaux tels que l'Union européenne. Dorénavant, l'on parle de Petits États Insulaires en Développement (PEID) pour désigner le groupe de 14 territoires dépendants et 38 pays membres des Nations Unies exposés à des risques sociaux, économiques et environnementaux particuliers. Hautement vulnérables, les 16 États indépendants de la Caraïbe, les 13 du Pacifique et les 9 dispatchés dans l'Atlantique, l'Océan Indien, la Méditerranée et le Sud de la mer de Chine, constituent, en effet, des cas singuliers pour le développement. La crise économique de 2008 et plus récemment celle liée à la COVID-19 sont venues le rappeler. Ainsi, ces dernières décennies, la littérature économique s'est logiquement enrichie de nombreuses contributions visant à aborder l'analyse des problématiques fondamentales dans ces territoires. Cette thèse a pour ambition de prendre part à ce mouvement et se propose de relever le défi de la documentation d'une thématique qui est particulièrement manquante dans les travaux et publications consacrés à ces économies. Elle a donc pour objet d'examiner la qualité des institutions insulaires et de s'interroger sur leurs rôles dans la croissance et le développement économique.Examinant l'effet d'un déficit/surplus de gouvernance sur les performances économiques, notre analyse établit, dans un deuxième temps, plusieurs conclusions intéressantes. D'abord, et contrairement à ce que prédit la théorie, la relative bonne qualité institutionnelle des PEID ne leur a pas permis de se prémunir face à des crises économiques, notamment celle de 2008. Ensuite, les économies insulaires dotées d'une bonne gouvernance n'ont, d'une part, pas su répondre de manière optimale à ce choc et d'autre part, ont connu une plus grande volatilité de leur taux de croissance. Mobilisant la technique des coupes transversales et des données de panel, nos applications, portant sur 33 PEID, attestent dans un troisième temps, que la gouvernance n'a globalement pas d'impact sur leur croissance économique, entre 2002 et 2016. En scindant cette période en deux, nous montrons toutefois une relation plus significative entre la gouvernance et la croissance avant la crise économique de 2008 (2002-2009) qu'après (2010-2016). Afin de mieux appréhender le rôle de la qualité institutionnelle nous poursuivons par l'examen de l'effet combiné et individuel des institutions, à partir de deux cadres d'analyse unifiés. Nous mettons alors en évidence, dans un quatrième temps, que seule la stabilité politique a un effet positif et significatif robuste sur la croissance du PIB par tête des PEID, toutes périodes confondues. Nos résultats enseignent enfin que les institutions insulaires défaillantes (qualité de la règlementation, efficacité du gouvernement) ont un impact nul voire négatif sur cette dernière.

Book excerpt: Pacific Island Countries have been shown to be especially vulnerable to such external influences as natural disasters, political unrest and downturns in the global economy and their tourism industries have been notably affected. In particular, they typically have a narrow resource base and a fragile and often vulnerable natural environment. While there is some research on islands and small states, there is a dearth of information on the South Pacific and very little research is being undertaken in the region compared to other geographical regions in the world. This volume brings together current work in Pacific Island tourism. In this collection, three main themes arise: Images of the South Pacific; Socio-economic Impacts of Tourism; and Pacific Island Countries and the Outside World. The first focus is on the question of image, namely, stereotypes of a destination held by tourists and potential tourists, the extent to which residents, for their part, really welcome visitors, and the role tourism might play in changing pre-established images. The second theme is tourism's impacts, notably the economic and socio-cultural effects of international tourism's intrusion in the region which, though often hotly debated, have attracted relatively little empirical research. The third focus is on the challenges of how PICs articulate with their external geo-political and physical environment. These involve existing relations with formal colonial centres, geographical isolation, the need for greater air access to the outside world and for more tourists, and the continuing threat to several PICs of global warming, which increased air travel will inevitably exacerbate. This text will be of interest to tourism students, researchers and academics in the fields of tourism, development studies and cultural studies.
