Elle regroupe 54 démocraties, et 1.7 milliard de personnes sur cinq continents. Les habitants du Commonwealth ont effectué 20% des échanges commerciaux mondiaux en l'an 2000. Ils forment une " famille " multiculturelle dont la moitié des membres a moins de trente ans, et partagent l'usage de la langue anglaise ainsi qu'un réseau législatif, économique et éducatif fondé sur les bases communes de l'Empire britannique. L'une des caractéristiques du Commonwealth par rapport aux autres grandes organisations internationales est d'avoir toujours entretenu des liens étroits avec la société civile et les Organisations Non-Gouvernementales. C'est un véritable mode de gouvernance, essence du fonctionnement de l'organisation. Mais les interactions entre structures gouvernementales et non-gouvernementales sont bien antérieures à 1965. L'analyse diachronique de l'évolution du rôle particulier joué par certaines ONG depuis le temps de l'Empire permettra de nourrir la réflexion sur la question de la place actuelle des ONG dans une grande organisation internationale multilatérale à vocation mondiale.

Is the Commonwealth of Nations still relevant for its very diverse member states, ranging from small island states to Australia and India? In contemporary British politics, both organisations have come under fierce criticism, sometimes leading to hasty assessments of historical experiences and current policies. Given the fact that the United Kingdom, Cyprys and Malta are members of both organisations, and that ‘Brexit’ would have far-ranging consequences much beyond British shores, relations between the EU and the Commonwealth have featured surprisingly rarely in major debates of international policy. This edited volume suggests possible – and even desirable – connections between the two organisations by investing current contacts, fault lines, external critique and outside perspectives. Focusing on soft power, development, humanitarianism and modes of intervention, the authors investigate disputes over international norms and trade patterns. Through global approaches and specific case studies drawn from Asia, Africa and the Caribbean, they demonstrate where opportunities for international cooperation were missed and how useful partnerships might be found. The EU and the Commonwealth are undoubtedly very different organisations but distinctions can provide grounds for meaningful, relevant cooperation. More strategic dialogue between the Commonwealth and the EU, this volume agues, would be a valuable asset for the two international organisations, their member states and their citizens. Divided into two parts, the book first defines transcultural memory in the age of globalised modernity both as a theory and social practice. Then it examines contemporary Indo-English novels from India and Pakistan with the theoretical and methodological tool of transcultural memory to shed new light on the connection between memory and modernity, and memory and South Asian cultures in the wake of new social and political transformations on the Indian subcontinent. A special focus on commemorative tropes in the novels not only show the possibility of a dialogue with different versions of the past, but also how such a dialogue shapes processes of remembrance between and beyond borders. Hence, the books comes up with alternative ways of reading the Indo-English novels, divesting the concept of (trans)cultural memory from its Euro- centrism and claiming it as equally significant in comprehending the new configurations of memory and modernity in non-Western locations.

Book excerpt: This book investigates the globalization process of Chinese state-owned enterprises (SOEs) in West Africa, primarily in Benin and Ghana, based on ethnographical studies. It challenges the dominant vision of "a powerful China in Africa", and argues that the so-called "Chinese business advantages" – monolithic Chinese state and Chinese low cost advantages, are non-viable for sustaining Chinese business development in the continent. Considering the Chinese SOEs globalization process in a relational approach, this book examines how the triple embeddedness (Chinese, African and managerial) shapes the Chinese SOEs globalization process over time and space, in diverse dimensions and among different entities – the Chinese state, Chinese SOEs, Chinese expatriates, the African government, African business partners, African staff, and the African society. It illustrates that the Chinese central state has "retreated" deliberately from its SOE globalization in Africa. The Chinese SOEs and Chinese expats are the major actors in initiating and inventing globalization strategies, facing limited Chinese state support and the African neopatrimonial governance and social contexts. Besides, the personal trajectories (from expatriation to social promotion) of Chinese SOE expats interweave with the globalization-turn-localization of their SOEs in Africa. Rejecting the linear, static and binary vision of "powerful China in powerless Africa", the present study thus emphasizes power dynamics in Chinese SOEs’ globalization process are organic and pluralistic though in certain extent hierarchical –"second-class". Time and local relations are key elements constituting the real Chinese advantages for Chinese SOEs vis-a-vis their ultimate competitors – not Western companies, but other Chinese companies.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
